Duties Description Duties include, but are not be limited to, the following:
• Manage and supervise OTDA's commercial contracting and purchasing activities. Provide guidance, oversight and direction and develop skills and abilities of subordinate staff.
• Build and maintain professional relationships with various OTDA program areas, OTDA administrative support offices, and external control agencies to facilitate contracts and procurement processes and ensure all control and regulatory requirements are met.
• Deploy knowledge of various types of contracts, procedures, or requirements for contracting/procurement and the negotiation and administration of contracts. Address financial, contractual, and administrative requirements related to contracts/procurements in a timely manner.
• Participate in contract negotiations and encourage participatory decision making. Balance and validate conflicting information effectively and fairly. Participate in pre-bid conferences, bid debriefings and bid protests.
• Maximize procurement/purchasing opportunities with Minority Business Enterprise and Women’s Business Enterprise (M/WBE) as well as Service Disabled Veteran Business (SDVOB) to meet/exceed agency goals.
• Demonstrate skill and sound judgement in the resolution of procurement, contracting and payment issues. Conduct logical analysis, present alternatives and make sound and timely recommendations. Gather all the facts before acting. Adapt to changing circumstances and priorities. Be alert to potential problems in achieving goals and cope with unexpected events.
• Revise procedures and documents to be current with new legal and policy requirements as they become effective.
• Direct and participate in procurement and purchasing activities using the Business Service Center (BSC) and Statewide Financial Systems (SFS) and the SFS Enterprise Enhancement Initiative to implement business process changes for State procurement.
• Develop and promote procurement and contract process improvements when necessary and participate in Lean Projects and other process improvement initiatives. Foster positive work environment which encourages and supports good morale, and enthusiasm towards work.
• Provide feedback from the BCM perspective on legislative bills.
• Serve as the BCM unit Director in the Director’s absence, communicating with the Commissioner’s office and/or senior management as needed.
• Conduct special projects, as directed.
Additional Comments Appointment to this position is contingent upon the Division of the Budget approval to fill. You must be a current NYS employee to apply for this position. A full-time, contingent permanent appointment will be made. If certified by Civil Service, mandatory reemployment list candidates must be considered first for appointment to this title.
