Minimum Qualifications Qualified candidates will possess a Bachelor’s Degree or higher in the Arts or Sciences and progressively responsible experience, at a policy making level, in matters related to the regulation of the utility industry, as well as:
• In-depth knowledge of New York State’s electric, gas, water, and steam industries.
• Knowledge of Public Service Law and experience in utility regulation.
• Familiarity with the Public Service Commission’s policies regarding ratemaking, competition, and reliability.
• Experience developing New York State energy policy.
• Strong leadership, oral and written communication, and analysis skills.
• Experience in the management of multiple program areas, including program design and evaluation.
Duties Description Under the general direction of the Chief Executive Officer (CEO) of the Department of Public Service/Chair of the Public Service Commission, the Director of the Office of Electric, Gas & Water’s (OEGW) duties include, but are not limited to:
• Overall management of the Office.
• Representing the Office at Department management meetings and in meetings with utilities, other public agencies and stakeholders.
• Coordinating the work in OEGW including, but not limited to, identifying common issues, working on policy matters, and ensuring the Chair is apprised of emerging issues and progress on Office assignments.
• Overseeing engineering and other analyses conducted by OEGW.
• Acting as a contact with Federal and other State agencies.
• Acting as an advisor to both the Chair and to the Commission.
• Rendering appropriate expert testimony at formal hearings, including at the Federal and State levels, as necessary.
• Directing studies and making recommendations for solutions to regulatory and administrative problems.
• Taking responsibility for a variety of ad hoc assignments initiated by the Chair, Executive Office, and the Commission.
Additional Comments Salary will be commensurate with experience. The primary location for this position is Albany. This is an appointment to a position in the exempt jurisdictional class. As such, the incumbent of this position would serve at the pleasure of the appointing authority.
