REASSIGNMENT QUALIFICATIONS: An employee with one year permanent competitive service as a Senior Employment Security Clerk, Grade 9 is eligible for reassignment to any location where a vacancy exists in the title.

70.1 Transfer Qualifications: An employee with one-year of permanent competitive service in an appropriate title allocated to Grade 7 or higher may qualify for transfer pursuant to Section 70.1 of the Civil Service Law. Minimum Qualifications for Promotional:
A current New York State Department of Labor employee with one year of permanent competitive, non-competitive, or labor class service in a clerical or keyboarding position allocated to Grade 5 or higher.

An associate’s degree or 60 college semester credit hours AND one year of full time work experience in customer service** OR A high school diploma or GED AND three years of full time work experience, one year of which must be in customer service**

Qualifying experience may include: call center agent, customer service representative, sales representative providing information, bank teller, or telemarketer.
Non-qualifying experience includes: cashier, fast-food worker, gas station attendant, clerk, or security guard.

**Civil Service defines customer service as dealing with many different individuals on a continuous basis where verbal communication is the primary aspect for accomplishing the duties of the position.

Duties Description As a Senior Employment Security Clerk in the Unemployment Insurance Division, your duties would include any of the following: communication with claimants, employers, and Department staff to resolve discrepancies and answer questions; entering, updating and retrieving information from systems for processing unemployment insurance benefits; processing employer and benefit documents, including those involved in the hearing process; reviewing ledgers and making computations to credit charges; processing employer registration forms and addressing employer rate inquiries; examining NYS-45 returns for any discrepancies and determining employer liability; reviewing and preparing documents for high speed scanning; and other clerical duties as needed.
