Minimum Qualifications Applicants should have some or all of the following qualifications, expertise and skill sets:

• Bachelor’s degree combined with at least five (5) years of professional experience related to housing and community development;
• A graduate degree in a relevant field preferred but not required;
• An understanding of single and multifamily housing, foreclosure prevention, and community revitalization issues, especially New York State’s politics and policies;
• Proven record of program development and management for complex, interdisciplinary projects involving multiple stakeholders;
• Knowledge of State and Federal housing and community development policies and programs including financing mechanisms;
• Familiarity with the latest trends in civic engagement and innovation;
• Experience in the social impact space, specifically managing community development projects or programs on behalf of a government agency or foundation;
• Knowledge of and relationships with housing and community development stakeholders in New York, preferably in multiple regions across the state; and
• Experience in using technology and innovation to address social challenges.

Duties Description The Executive Division of the New York State Office of the Attorney General (OAG) is seeking a housing and community development policy professional to serve as the Special Assistant for Housing and Community Development in the New York City office. The Executive Division has several major responsibilities including research and analytics, policy development, public relations, community outreach, drafting proposed legislation, monitoring legislation that affects the OAG, and day-to-day office administration.

The OAG has been a leader in helping New York families and communities rebuild from the housing crisis. Through settlements with large financial institutions following the collapse of the housing market, the Office has recovered more than $5.5 billion for New York State. The OAG has undertaken a comprehensive strategy of targeted and innovative programs to support New Yorkers hard-hit by the housing crisis. These programs include:

• The Homeowners Protection Program (HOPP), which has funded about 90 legal services and housing counseling agencies to provide free foreclosure prevention assistance to over 75,000 families across the state.
• The New York State Mortgage Assistance Program (MAP), which provides small loans of up to $40,000 to homeowners at immediate risk of losing their homes, and has helped over 650 borrowers avoid foreclosure.
• The web-based app, agscamhelp.com, a tool that helps at-risk homeowners avoid mortgage foreclosure scams. More than 175,000 consumers have used the app.
• The Land Bank Community Revitalization Initiative, which has provided over $50 million in funding to legally designated “Land Banks” who are working at the local level across the State of New York to rebuild and revitalize their communities.
• The Zombie and Vacant Property Remediation and Prevention Initiative, which is providing almost $13 million in grants to 76 villages, towns, and cities across the state to combat the blight of vacant and abandoned properties.
• Cities for Responsible Investment and Strategic Enforcement (“Cities RISE”), which gives municipalities tools to address and transform blighted, vacant, or poorly maintained problem properties through the use of housing and community data.
• Additional programs that address pressing issues in the housing sector that have arisen or have been exacerbated as a result of the foreclosure crisis.

The Special Assistant for Housing and Community Development will work collaboratively across the Office to develop innovative pilot programs, identify enforcement campaigns, and promote public policy initiatives that relate to affordable housing, community preservation, mortgage servicing and blight remediation across New York State. This position will report to the Chief Deputy Attorney General.

Responsibilities will include, but not be limited to:

• Developing and implementing housing and community development programs;
• Working collaboratively across bureaus to generate and manage cases related to housing and tenant harassment, including the review and escalation of tenant and homeowner complaints received by the office.
• Participating in the development and implementation of housing related legislation and policy;
• Working with municipal and county partners, analyzing existing practices to isolate areas ripe for improvement, particularly in the areas of affordable housing, foreclosure prevention, community rebuilding and civic innovation;
• Researching and trend tracking of cutting edge, innovative housing and community revitalization initiatives in NY and around the country;
• Identifying opportunities for replication of housing and community development pilot programs in partner communities across NY State;
• Assisting in the creation and design of OAG funding initiatives and consumer relief programs that address housing and community revitalization issues;
• Working with external stakeholders to leverage resources (including foundations, the technology sector, banks, and private sector partners);
• Assisting with the management, oversight, and technical support of existing OAG housing and community development funding programs and identify program improvements that will enhance efficacy and impact; and
• Building relationships with local and state government agencies in order to identify opportunities for collaboration and to ensure OAG housing and community revitalization programs are additive to existing state led efforts.
