Minimum Qualifications MINIMUM QUALIFICATIONS:

Duties Description PRIMARY DUTIES AND RESPONSIBILITIES:
The Program Operations Specialist 2 will support the Fiscal Unit’s Capital/Property Division. The position will assist in maintaining existing systems and Voluntary Operated programs in New York State. The Capital Finance Services Unit is responsible to ensure appropriate funding, through various sources, for the development and continued operation of 700 voluntary operated programs statewide including, but not limited to, all certified Residential and Day Services. Duties include:
• Participation in all matters related to the development of Prior Property Approval packages to ensure revenue generation for the development and continued operation of all NYS Voluntary Operated program sites (including new development, relocations, conversions, rehabilitation, and lease renewal projects)
• Implementation of expense control procedures in compliance with established Guidelines, Thresholds and Caps
• Liaison with OPWDD Development staff and their Deputy Directors statewide
• Confirmation of interest expenses/finance charges incurred on approved capital projects
• Cooperation with external auditors in verification of property disbursements
• Liaison with all OPWDD/NYS Control agencies, including the NYS Division of Budget
• Maintain various property databases. Preparation of statistical cost data as needed
• Critique draft capital regulatory and policy changes
• Analyze capital refinancing proposals for existing Voluntary Operated sites, including related cost savings for reinvestment purposes
• Review and process Option Agreements, Feasibility Requests and related vouchers to OPWDD Community Funding
