Duties Description Under the direction of the Project Director, this position will provide Division of Budget (DOB) Help Desk oversight and management along with financial coordination duties as part of Dedicated Team supporting DOB & Chamber.
Specific duties include, but are not limited to:
Oversee the development and implementation of strategic dedicated team plans and budgetary limitations, aligning technology initiatives with agency business goals and associated costs.
Continue to learn and grow in knowledge of procurement processes (internal) and mandated (NYS). Advise team on best practices and work hand-in-hand with DOB and Chamber on all new and recurring procurements.
Manage end-to-end IT procurement processes, including vendor engagement, competitive quote collection, and securing signed Letters of Intent (LOIs).
Partner with ITS Administrative Teams to resolve complex agency inquiries regarding service offerings, billing, and chargebacks.
Manage vendors working with DOB and Chamber IT initiatives, including approval and tracking of invoices.
Oversee the daily operations of the Division of the Budget (DOB) Help Desk, managing a team of support technicians to deliver prompt, high-quality end-user technical support and resolve hardware, software, and network issues.
Serve as the primary ITS liaison for client agencies, coordinating enterprise IT initiatives, escalating critical IT issues, and analyzing customer feedback to continuously improve ITS service delivery.
Manage high-priority incident escalations, assess immediate business impacts, and serve as the designated Incident Communicator to keep stakeholders informed during critical outages.
Collaborate with the ITS Service Delivery Team to expedite urgent service requests, monitor help desk performance metrics, and ensure strict compliance with Service Level Agreements (SLAs).
Direct change management activities, carefully evaluating technical and business impacts to ensure system changes are communicated seamlessly to client agencies with minimal disruption.
Supervise, mentor, and train IT support and administrative staff, providing continuous performance feedback, conducting evaluations, and guiding professional development.
Minimum Qualifications Open to NYS employees with one year of permanent competitive service as an Information Technology Specialist 4, SG25 OR in a position at the SG23 level or higher deemed administrative under Section 52.6 of Civil Service Law OR in a title eligible for transfer under Section 70.1 of Civil Service Law. The transfer cannot be a second consecutive transfer resulting in advancement of more than two salary grades.

If eligible, positions located in New York City will receive an additional $3,400 downstate adjustment location pay with regular annual salary. Positions located in the Mid-Hudson will receive an additional $1,650 adjustment location pay.
