Duties Description Under the direction of the Project Manager 3, SG-25, within the Digital Transformation Office (DTO), the Information Technology Specialist 3, SG-23, serves as a technology-service and enterprise operations specialist responsible for the administration, governance, implementation and lifecycle management of shared digital platforms used by DTO, ITS and participating agency teams.

The incumbent manages assigned technology products and services, including enterprise design/prototyping, URL-management and translation technologies; performs business and technical analysis; coordinates configuration, access, licensing, migrations and service changes; develops technical and product requirements supporting procurements and renewals; works with vendors and internal technology partners to resolve implementation and operational issues; and ensures that service documentation, review requirements, deadlines and continuity arrangements are maintained.

Specific duties shall include but are not limited to:

•Independently administer assigned enterprise products and shared digital services, including Figma, Bitly and translation-service platforms.
•Manage routine configuration, workspace/service organization, account/access requirements, licensing information, usage monitoring and operational support in accordance with established ITS policies and service standards.
•Analyze platform usage and service requirements and recommend license, capacity, configuration or operating changes to management.
•Administer translation-service technology and coordinate technical operation of current and successor translation platforms.
•Plan and execute assigned migration activities between translation technologies, including service readiness, access/configuration, data/content transition, testing, technical issue resolution and coordination with affected product and agency teams.
•Work with vendors and internal technical teams to evaluate product behavior, integration requirements, accessibility considerations and implementation dependencies.
•Develop and maintain technical/service documentation and stakeholder guidance needed to support migration and continued service operation.
•Analyze incoming technology-service requests to identify user needs, business requirements, technical constraints, service ownership and appropriate solution paths.
• Meet with users, product teams and technical staff as needed to clarify requirements and determine whether an existing service, configuration change, procurement, migration or escalation is appropriate.
•Translate business and product requirements into actionable technology-service requirements and document unresolved dependencies or risks.
•Develop and coordinate technical and product inputs required for technology procurements, renewals and contract modifications, including software requirements, licensing quantities, service dependencies, vendor/reseller information and implementation considerations.
•Track technology procurement and renewal milestones and identify risks that could result in service interruption or implementation delay.
•Make technology/service recommendations based on requirements, usage and platform considerations while escalating final scope, funding and expenditure approvals to authorized management.
•Conduct recurring service-usage and license-allocation reviews for assigned products and analyze utilization against approved capacity and funding arrangements.
•Coordinate workspace, access and allocation changes necessary to maintain appropriate service use and organizational alignment.
•Prepare, submit and track required AI, security, privacy, legal or other technology-review materials for assigned products and services.
•Serve as an operational and technical liaison with software vendors, resellers, product teams and participating ITS/agency users.
•Coordinate vendor technical support and escalate product defects, implementation issues or service risks requiring specialized vendor or management attention.
•Maintain recurring status reporting and service records for assigned products, procurements, migrations, reviews and operational issues.

Minimum Qualifications Eligible for a transfer under Section 52.6 of the Civil Service Law by having one year of permanent competitive service in an appropriate title.
