Duties Description The Statewide Financial System (SFS) is seeking an experienced and collaborative leader to serve as the Revenue and Banking Manager. This position offers an opportunity to lead a multidisciplinary team, broaden one’s impact across New York State government, and help shape enterprise business processes and financial capabilities used by State agencies.

The Revenue and Banking Manager will provide direction and leadership across a diverse portfolio that includes customer management, billing, accounts receivable, collections, electronic billing and payments, banking, cash management, deal management, lease administration, and related financial services and integrations.

The position is assigned to the Business Solutions and Enterprise Architecture Division. The incumbent will lead a blended team of approximately 10–12 State employees and consultant staff responsible for analyzing business needs, designing enterprise and agency-specific business processes, and translating those processes into effective system solutions.

The manager will work with State agency finance offices, the Office of the State Comptroller, the Division of the Budget, SFS enterprise architecture, project delivery leads, business and technical teams. The role provides opportunities to develop staff, establish priorities, collaborate with agency and SFS leaders, and guide solutions to complex statewide business challenges.


Responsibilities:
• Provide leadership, supervision, coaching, and professional development to assigned State employees and consultant staff.
• Set direction and priorities for the Revenue and Banking portfolio and lead the team in delivering strategic initiatives and enterprise solutions.
• Develop the team’s expertise in statewide revenue and banking processes and the SFS capabilities that support them.
• Build strong relationships with agency users, control agencies, and internal partners to understand business needs and improve statewide financial operations.
• Lead the design and improvement of standardized enterprise business processes while evaluating agency-specific requirements when appropriate.
• Oversee business requirements, process and functional designs, testing, implementation activities, and supporting documentation.
• Ensure solutions address the underlying business need, consider statewide and cross-functional impacts, and align with SFS strategy and established design, security, and architectural standards.
• Monitor workload, resource capacity, risks, dependencies, and priorities and provide recommendations and escalations to division leadership.
• Foster collaboration, accountability, knowledge transfer, continuous learning, and process improvement.
•Perform other duties as assigned.

Minimum Qualifications This position is open to candidates who are reachable on the Manager of Information Technology Services 1, G-27, Civil Service eligible list OR have one year of permanent competitive service as a Manager of Information Technology Services 1 , G-27. Candidates reachable on the eligible list will be considered through canvass and need not apply. The position is also open to NYS employees at or above G-25 who are eligible for transfer under Section 52.6 of the Civil Service Law. The transfer cannot be a second consecutive transfer resulting in an advancement of more than two salary grades. Examples of qualifying Section 52.6 titles include Information Technology Specialist 4 (and all parenthetics), G-25, Manager Information Technology Services 1 (and all parenthetics), G-27.

• Five or more years of progressively responsible experience in business analysis, financial systems, financial operations, or solution delivery.
• Experience supervising employees, consultants, or cross-functional teams.
• Experience with revenue, accounts receivable, billing, customer management, banking, cash management, electronic payments, or related financial operations.
• Experience with New York State government, SFS, Oracle PeopleSoft, another enterprise resource planning system, or a comparable large-scale organization or application.
