Duties Description The New York State Education Department's (NYSED) Office of Adult Career and Continuing Education Services (ACCES) is seeking candidates for a Manager Educational and Vocational Services Coordination 2 position in the Albany VR Central Office. The incumbent will oversee the Service Delivery Unit within ACCES, providing statewide leadership and support to ensure effective program delivery and compliance. The manager will supervise key programs and initiatives, manage contracts and vendor relationships, and provide technical assistance to support ACCES-VR vendors and staff. Duties of this position include, but are not limited to, the following:
• Supervise the management team within ACCESS-VR’s Central Office with responsibilities related to Training, Policy, Workforce Innovation and Opportunity Act Implementation, and the State Rehabilitation Council;
• Oversee coordination and implementation of the New York WIO State Plan and ACCESS-VR’s WIO performance goals;
• Oversee partnership and collaboration with other state agencies including the NYS Commission for the Blind, Office for People with Developmental Disabilities, Office of Mental Health and Department of Labor related to increasing employment opportunities for individuals with disabilities;
• Coordinate collaboration with other ACCESS-VR Central Office units including Quality Assurance, District Office Administration, Business Engagement and Independent Living Centers;
• Facilitate collaboration across the ACCES program office (BPSS, Adult Education and Office of High School Equivalency) and State Education Department (P-12, Office of Special Education, Office of Higher Education); and
• Oversee collaboration and communication with other state VR agencies and federal oversight agencies.

Minimum Qualifications COMPETITIVE MINIMUM QUALIFICATIONS:

Non-competitive Promotion: If there are three or fewer qualified candidates, a permanent appointment may be made as a non-competitive promotion pursuant to Section 52.7 of the Civil Service Law. To qualify, candidates must have one year of permanent competitive or 55b/c service as
District Manager Vocational Rehabilitation, or Manager Educational and Vocational Services Coordination 1 OR two years of service as an Associate Vocational Rehabilitation Counselor, or Assistant District Manager Vocational and Educational Services.

In accordance with Section 52.7 of the Civil Service Law, this notice advises all employees of the New York State Education Department of our intention to conduct a non-competitive promotional examination for the position of Manager Educational & Vocational Services Coordination 2 in Albany. Permanent appointment may be made by non-competitive promotion of an applicant who meets the position’s minimum qualifications if a non-competitive examination is approved by the Department of Civil Service.

It is essential that candidates clearly and concisely indicate exactly how they meet the above minimum qualifications in their resume. Failure to show how you meet the minimum qualifications above may result in disqualification and removal from consideration.

Additional Comments CONDITIONS OF EMPLOYMENT:

This will be a contingent permanent, competitive appointment. Promotions and transfers may change appointees’ negotiating unit. Candidates should be aware that changes in negotiating units may affect their salary, insurance, and other benefits. This position allows for the opportunity to telecommute up to 30% each bi-weekly pay period and is granted at the discretion of the supervisor and the appointing office. This position will require 50% in-state/Statewide travel. Federal law may impose additional requirements or restrictions regarding positions that receive federal funding.

This position leads to a maximum salary of $ 152,238 based on annual performance advances. For new State employees appointed to graded positions, the annual salary is the hiring rate (beginning of the Salary Range) of the position. Promotion salaries are calculated by the NYS Office of the State Comptroller in accordance with NYS Civil Service Law, OSC Payroll rules and regulations and negotiated union contracts.
