Duties Description Under the general direction of the Audit Services Director, the Assistant Director Audits will assist in:
Oversight and coordination of external audits and reviews of the Department, Coordination of the annual New York State Single Audit and New York State Financial Statement Audit, Responsible for quality assurance to ensure compliance with the Institute of Internal Auditors International Professional Practice Framework, Formulating and executing strategic plans and performance measures for Audit Services, Preparing reports, briefings, and presentations, as required, Developing and monitoring implementation of a risk-based audit plan to independently assess the adequacy of Department operations, Planning, organizing, and supervising independent audits of the Department’s contractors and major functions in compliance with audit standards, Assist in directing the timely preparation and communication of recommendations to improve any internal control weaknesses identified and monitor that corrective action plans are developed and implemented, Ensure that audit conclusions are sound and supported and all work is properly documented, Leading, designing, and implementing new audit methods and products, as needed, Monitoring subrecipient compliance with Single Audit report requirements, Actively mentoring and promoting staff development by providing supervision, leadership, policy direction, timely performance evaluations/feedback, and training.
Minimum Qualifications Current New York State employee with one or more years of permanent, contingent-permanent, or 55 b/c service in a position allocated to Grade 27 or above, and that is eligible for transfer under 52.6 of the Civil Service Law to Assistant Direct of Audits.
Promotion Provisional Appointment: In the absence of an eligible list with three or more candidates willing to accept a position, a provisional appointment may be considered. For provisional appointment, candidates must meet one of the following minimum qualifications: Be a current NYS employee with one year of permanent competitive or 55-b/55-c service as an Auditor 3, Grade 27, or Auditor 3 (Fiscal Systems)* Grade 27,
OR
Two years of permanent competitive 55-b/55-c service as an Auditor 2, Grade 23, Auditor 2 (Fiscal Systems)*, Grade 23, or Internal Auditor 2*, Grade 23.
*Candidates must demonstrate that they possess 24 semester credit hours in accounting/auditing. Only courses with the words accounting, auditing, and/or taxation are considered qualifying. Courses such as business law, economics, statistics, or finance will not be considered as qualifying.
Preferred Qualifications: Extensive knowledge of professional audit standards, methodologies, and techniques, Knowledge of governmental operations and experience focusing on the health care industry, Demonstrates strong oral and written communication skills, Must be capable of handling multiple high-priority tasks at once, triage competing demands, and delegate effectively to maintain productivity and meet deadlines, The ability to collect, synthesize and analyze large volumes of information quickly, competently, and efficiently.
Additional Comments Please note: this position requires travel within New York State. Appointees must have a valid driver's license to operate a motor vehicle in New York State or otherwise demonstrate their ability to perform the required field audits, if public transportation is not available.

This position may require travel throughout New York State including overnights to areas not served by public transportation.
