Duties Description This position will be filled in the Environmental Science Bureau within the Office of Environment. Under the direct supervision of an Environmental Specialist 3, the incumbent will be responsible for the duties as described in the Department of Civil Service Classification Standard for an Environmental Specialist 2 (ES2). Within the Environmental Science Bureau, the following are core duties of the ES2. The ES2 will:
• Act as a Subject Matter Expert in one or more topics by providing technical assistance to regional and other NYSDOT staff, local project sponsors, and consultants on the assigned subject matter(s);
• Supervise and develop one or more departmental staff assigned to the same or other subject matter issues; the ES2 may also direct or supervise consultant staff, seasonal staff, or interns.
• Work with other staff and agency partners to interpret federal and state regulatory requirements and develop/update statewide policies, guidance, and procedures for assigned topics.
• Develop and deliver training for assigned subject matter(s)
• Participate in project-specific work, as needed, including drafting or performing quality assurance reviews of environmental documents, reports, and studies.
• Represent the department with State and federal advisory and regulatory agencies for their subject matter on programmatic issues, and, if needed, for specific projects and programs.
• Coordinate timely compilation and quality assurance of periodic required reporting (e.g. annual NYSDOT use of the Transportation Regional General Permit)
• Define scope of consultant services required for a project or term agreement contract
• Facilitate resource sharing within and between Regions

More specifically, it is anticipated that the successful candidate will:
• Act as subject matter expert (SME) for aquatic resources (streams and wetlands) identification, delineation, functions/values, impact avoidance, mitigation, and environmental permitting,
• Act as SME for other topics as assigned, and
• Act as the primary point of contact and liaison for NYSDOT with state and federal advisory and regulatory agencies and groups regarding these subjects specifically

There may be some travel and fieldwork associated with the duties of this position; however, the nature of the role will be primarily to advise Regional staff and assist with development of guidance and delivery of training on these topics.


* If the candidate is not physically located in the Main Office, the successful candidate will be expected to periodically report to Main Office in person.

Responsibilities may include serving a role within the Incident Command System to support the Department’s response to regional and statewide emergency situations.

To be considered for appointment, candidates must be reachable from the appropriate Civil Service eligible list or be eligible for reassignment or transfer in accordance with Civil Service Law.

The salary range listed reflects the full range for this graded position. For new State employees appointed into graded positions, the annual salary is the hiring rate (beginning of the Salary Range) of the position. Promotion salaries are calculated by the NYS Office of the State Comptroller in accordance with NYS Civil Service Law, OSC Payroll rules and regulations and negotiated union contracts.
