Duties Description The New York State Office of Mental Health (OMH) is recruiting to fill an Assistant Director Resource Development & Coordination 2, M-4, in the Office of Financial Management, State Operations Finance Group (SOFG). Under the general direction of the Director of SOFG, the incumbent serves as both the Deputy Director of the SOFG, and as the Director of the Bureau of Patient Resources (BPR).
Duties include, but are limited to, the following:
Serve as the Deputy Director of the State Operations Finance Group, and assist the Director with overall management and direction of the organization. Represent the Director in meetings as assigned and ensure thorough communication, coordination, and policy/operational alignment with the Director. Assume responsibility for management of the group when the Director is absent or unavailable.
Manage and direct the Bureau of Patient Resources (BPR), including the Operations Support Unit (OSU) and Attorney General Liaison Unit (AGLU) located at OMH Main Office in Albany along with regional Patient Resource Offices (PRO) located at five locations throughout the State. Develop and implement policies and procedures, set priorities, allocate resources, and provide supervision and oversight to ensure the efficiency and effectiveness of operations.
Serve as the key OMH contact for Medicaid District 97. Manage, direct, and oversee communication and coordination with the Single State Agency for Medicaid (i.e., DOH). Serve as the Medicaid subject matter expert for OMH State-operated services, direct and manage development and dissemination of related policies, procedures, and guidance. Manage and oversee subject matter experts of complex Medicaid requirements, as well as on topics including, but not limited to, the following: Supplemental Security Income, Social Security, Medicare and other Federal benefit programs including Veteran’s Affairs benefits, third party health insurance, outside hospital care, protected health information (i.e., HIPAA), etc. Manage and oversee the opening and processing of Medicaid applications and maintenance of Medicaid eligibility for children residing in not-for-profit-operated Residential Treatment Facilities (RTF).
Assist DOH and ITS with Medicaid systems upgrades and implementations, as a user and subject matter expert. Ensure that OMH operational needs are identified and advocate for functionality to meet those needs.
Manage and oversee the Systems and Security coordinators for the Welfare Management System (WMS) and State’s Medicaid Management Information System (eMedNY); and ensure that Helpdesk support is provided to field and Central Office users for both WMS and eMedNY.
Manage and oversee SOFG responsibility to provide support, analysis, and preparation of responses for various Medicaid eligibility and claim audits from Medicare, Medicaid, and Commercial insurance. Ensure coordination with the internal OMH audit team, facility staff, PRO field staff, and billing teams.
Manage and oversee the preparation and maintenance of procedure manuals utilized by field and Central Office staff, as well as the large quantity of reference and training materials needed to support operations.
Participate, as a key stakeholder and subject matter expert from SOFG, in the development, implementation and ongoing operation of the new OMH Electronic Health Record (EHR) to ensure that it meets PRO data and operating needs, and ensures accurate billing.
Minimum Qualifications Candidates must be employed by New York State to be eligible to apply for this position.
Transfer: Candidates must be eligible to transfer via Sections 52.6 of the Civil Service Law.

Permanent appointment may be made by non-competitive promotion of an applicant who meets the positions minimum qualifications of having at least one year of permanent competitive service as Assistant Director Resource Development & Coordination, M-3, if all requirements of a non-competitive promotion appointment are met.
