Duties Description As part of the Bureau of Consumer Assistance and Training within the Division of Eligibility and Marketplace Integration, the MEE 3 incumbents will perform a variety of functions related to oversight of the NY State of Health’s Assistor Programs. Staff in the group provide oversight and technical assistance to more than 300 agencies with approximately 6,000 application assistors (Health Plan Facilitated Enrollers, Certified Application Counselors, and Navigators) who provide application assistance to individuals and families applying for health insurance coverage through NY State of Health. This includes providing initial training and recertification for application assistors and oversight of a contract with an organization who provides training to local Departments of Social Services.
The incumbent will assist in monitoring the assistor account creation, certification and decertification processes; reviewing assistor activity for compliance with state and federal regulations; providing technical assistance regarding the application process; researching and resolving eligibility and enrollment issues and consumer complaints raised by assistor agencies; assisting in the development and updates of program policies and procedures to maintain compliance in the delivery of services; reviewing submission of deliverables by agencies, monitoring and processing inquiries in shared mailboxes; creating templates and trackers; drafting work instructions for staff; and analyzing and distributing reports and other communications to assistor agencies.
Incumbents should have experience using Microsoft Excel, Access, PowerPoint and Word.
Minimum Qualifications Current New York State Department of Health employee with permanent or contingent-permanent status as a Medicaid Eligibility Examiner 3, Grade 17.
Preferred Qualifications: Preferred candidates will have professional experience in public health insurance programs, including New York’s Medicaid, Child Health Plus, Essential Plan, and Qualified Health Plans. Preferred candidates will also have excellent verbal and written communication skills; strong analytical skills and attention to detail; strong organizational skills; proficiency in Microsoft Office (Word, Excel, and Access); the ability to work well independently and as part of a team, and to manage multiple priorities in order to meet deadlines; and experience using electronic data systems.
