Duties Description Duties include but are not limited to:
• Direct oversight of the Capital Assets Unit which includes maintaining organization of tasks, ensuring deadlines are met, and making suggestions for improving processes.
• Review and update all policies, procedures, letters, and forms within the unit as necessary.
• Maintain the Capital Asset Module of the Statewide Financial System.
• Develop a risk assessment process.
• Create annual and five-year site visit plans.
• Analyze data and identify high priority site visits.
• Oversee the issuance of biennial letters and responses.
• Review all preliminary site visit findings.
• Oversee the escalation process of findings, biennial process, and year-end requests for information.
• Perform periodic review of on-site field reviews by staff.
• Perform periodic site visits to verify the accuracy of reported capital assets by State agencies.
• Maintain the Capital Asset Module of the Statewide Financial System.
• Review, approve and post asset transactions entered by agencies.
• Make adjusting entries.
• Address agency questions and concerns and provide reports as requested.
• Direct and prepare outreach, training, and educational materials to include Tutorials, Capital Assets Manual, and any departmental presentations.
• Work with OGS Real Estate to ensure continuity between the SFS Real Estate Module and the SFS Asset Module.
• Prepare and review yearly Asset Management Reports to be sent to the Office of the State Comptroller for the State’s Annual Financial Statements.
• Act as the point of contact for annual and other audits performed by an outside Accounting Firm, Office of State Comptroller, or Internal Audit.
• Perform the full range of supervisory responsibilities, including monitoring performance and training staff as required.
• Perform other duties and special projects as required.

Minimum Qualifications Current New York State employee with one year or more of qualifying permanent service in a position allocated to a Grade 21 or above and eligible for transfer under Section 70.1 of the Civil Service Law.

Candidates must have a bachelor's degree in accounting, auditing, or taxation or any bachelor’s degree including or supplemented by 24 semester credit hours in accounting and/or auditing, and completion of a two-year traineeship.

NOTE: IN ORDER TO AWARD THE PROPER CREDIT FOR WORK EXPERIENCE, RESUMES MUST INCLUDE MONTH AND YEAR FOR START AND END DATES. IF ANY OF THIS EXPERIENCE IS LESS THAN FULL TIME, YOU MUST INDICATE THE AVERAGE NUMBER OF HOURS WORKED PER WEEK.
