Duties Description The Health Program Administrator 2 (HPA2) will work within the Division of Eligibility and Marketplace Integration within the Eligibility Systems Modernization Group (ESMG) as part of a team responsible for implementing the Medicaid policy/legislative changes to the Rest of State (ROS) Welfare Management System (WMS); executing User Acceptance Testing (UAT) for policy/legislative changes to NYSOH; assisting in the development and testing of the Medicaid Eligibility and Client Management (MECM) system; and the transition of populations out of WMS into NYSOH and MECM.
The incumbent will be primarily responsible for coordinating work efforts for the Bureau of Upstate Eligibility Systems (UES) related to the implementation of rule changes in compliance with the federal HR 1 legislation including, but not limited to:
Provide supervision, guidance, and oversight to subordinate staff; intervene and resolve problems as necessary; and supervise staff in the development of health policy, and implementation of new health care and public health initiatives;
Develop documentation, project plans, schedules, and metrics to manage initiatives undertaken by UES in coordination with UES Bureau Director;
Oversee the monitoring and evaluation of contractors to ensure program requirements are being met with regard to the development, testing and implementation of MECM;
Provide technical assistance to contractors regarding programmatic, data, reporting and UAT testing requirements;
Work within and outside of the department on all aspects of Bureau procurements;
Apply knowledge and experience of Medicaid regulations, program policy, current system design and integration with other systems to new projects and associated business processes;
Coordinate the development and implementation of test plans, test cases and test scripts;
Work with stakeholders to identify, analyze, and develop mitigation strategies for project risks and prioritize testing efforts;
Provide policy direction on legislative, regulatory, and monitoring activities related to HR 1 & MECM implementation;
Research federal initiatives, analyze impact on State programs, and develop recommendations for State response with regard to the development, testing and operation of MECM and the transition of populations out of WMS into NYSOH and MECM;
Manage tracking and monitoring of testing metrics, including code coverage, defect density, and testing progress;
Supervise analysis/testing activities and staff development of subordinate staff;
Provide written documentation as required using department forms and processes; and
Create ad hoc reporting utilizing available reporting tools.

Minimum Qualifications Current NYS DOH employee with a permanent or contingent-permanent, competitive status as a Health Program Administrator 2, G25 OR a NYS employee with one year or more of permanent or contingent-permanent, competitive service in a title at or above a G23 and deemed eligible for transfer to Health Program Administrator 2 G25 under Section 70-1 or Section 52.6 of the NYS Civil Service Law.

Preferred Qualifications: Experience with NYS Health Insurance Programs (Medicaid, CHP, EP, APTC) eligibility requirements. Experience using eMedNY, NYSOH, WMS, MECM systems. Experience in user acceptance testing. Good attention to detail, excellent verbal and written communication skills.
