Duties Description The Manager Information Technology Specialist 1 will work for the Office of Health Insurance Programs for the Division of Chief Technology Office within the Bureau of Cloud Enterprise Modernization. The incumbent will lead development, configuration, and customization of the enterprise Salesforce platform and supporting tools to support multiple OHIP program areas; Collaborate directly with Salesforce representatives on Public Sector Solutions capabilities, implementation strategies, and technical support; Direct application development activities including systems analysis, design, implementation, and quality assurance; Develop and maintain detailed technical plans for Salesforce platform development initiatives; Establish and enforce development standards, coding practices, and governance policies for platform utilization; Leverage Salesforce Public Sector Solutions features and functionality to meet government and Medicaid-specific requirements; Provide oversight and direction to vendor contractors performing Salesforce development and configuration activities; Monitor vendor compliance with contracts for services and resolve technical issues; Ensure compliance with organizational policies, security standards, data governance, and Salesforce best practices; Coordinate with program managers and technical teams to align platform capabilities with business requirements and enterprise standards; Monitor platform performance, security, and optimization initiatives; Supervise and mentor internal technical staff engaged in Salesforce development and administration activities; Oversee and develop comprehensive training plans for technical staff on Salesforce development standards and best practices; Perform the full range of supervisory duties.

Minimum Qualifications Current Department of Health employee with permanent or contingent-permanent status as a Manager Information Technology Services 1, G-27 OR NYS employee with one year of permanent or contingent-permanent service in a title at or above a grade 25 and eligible for transfer under Section 52.6 of the Civil Service Law.

Preferred Qualifications: Experience leading enterprise-scale Salesforce platform development initiatives; experience directing application development activities including systems analysis, design, implementation, and quality assurance; experience with Salesforce Public Sector Solutions; experience managing and mentoring technical staff in a development environment; experience developing comprehensive training plans for technical staff; experience providing oversight to vendor contractors and monitoring contract compliance; experience establishing development standards, governance policies, and security controls; experience with IT procurement and license management; Salesforce Platform Developer II, System Architect, Application Architect, or Administrator certifications preferred.
