Duties Description The Division of Policy and Program Development (DPPD) is responsible for the management, modification and development of most federal agreements and associated program and policy activities required to support OPWDD's mission of helping people with developmental disabilities live richer lives. DPPD is seeking an individual to work in the Policy Management Unit and serve as lead staff for the data analysis function along with supporting roles in policy statements and managed care. This position will have the opportunity to provide in-depth data analysis and reporting in support of various projects including the Home and Community-Based Services (HCBS) 1915(c) Waiver. DPPD is seeking an individual with a strong background in data systems, data summary development, and the ability to support the development of programmatic/policy analysis.
Duties and responsibilities include, but are not limited to, the following:
Staff lead data analysis:
· Drafting data summaries for quarterly, monthly, and ad hoc routine deliverables related to HCBS waiver data elements. This will include forecasting datasets such as HCBS waiver enrollment and utilization trends.
· Drafting of data requests for review by principals. Upon approval by principals, staff will submit the request (along with any required attachments) through the Division of Data Strategy and Management (DDSM) data portal.
· Provide insight and draft responses to inquiries received by DPPD related data analysis.
· Tracking data projects and providing regular status updates, as needed.
Staff support for policy statements.
· Assist fellow team members with the drafting of policy statements.
· Coordinate with other OPWDD staff on data analysis related to policy management activities, as needed.
Staff support for managed care.
· Update and provide a monthly tracking summary of OPWDD individuals enrolled in managed care.
· Assist with drafting responses related to managed care policy inquiries.
This position will serve as a liaison to DDSM for individual projects as assigned.
This position will take lead on preparing agendas and leading discussion for various data analysis discussions.
This position may supervise subordinate staff.

Minimum Qualifications Promotion:
Candidates must be reachable for appointment on the current Civil Service Eligible List.
Transfer:
Candidates must have one year of permanent competitive or 55-b/c status in the posted title and be eligible for lateral transfer; OR be eligible to transfer via Section 70.1, 70.4, or 52.6 of Civil Service Law. The transfer cannot be a second consecutive transfer resulting in an advancement of more than two salary grades.

• The assignment of PS&T employees will be made in accordance with any agreed upon Memorandum of Understanding between PEF and the local DDSO regarding the posting of job vacancies.
