Duties Description The Health Program Administrator 3, G-27, will function as the Assistant Director of the Medical Indemnity Fund (MIF) and will report to the Bureau Director. Duties and responsibilities include overseeing management of Bureau contracts and vendors, which includes Fund Administrator functions, procurement activities and quality assurance. Overseeing the management of administrative and operational functions of the Bureau, including daily administrative duties, human resources management, supervision, training, ensuring internal and external communications are effective and timely and facilitating meetings. Overseeing the Appeals Process, assessing and implementing process improvements; managing the portfolio of projects within the Bureau, ensuring projects are managed and executed to achieve outcomes within established timeframes. Overseeing the management of clinical functions, including but not limited to oversight of the environmental modification process, clinical escalations and quality assurance functions and assisting with development and implementation of Regulations, internal and external policy, processes, and standard operating procedures.
Minimum Qualifications Reassignment:
Current NYS Department of Health employee with one year of permanent or contingent-permanent, competitive, service as a Health Program Administrator 3, SG-27.
Permanent Transfer Candidates:
Current NYS employee with one year of permanent or contingent-permanent, competitive, service in a title SG-25 or higher and eligible to transfer under Section 70.1 or Section 52.6 of the NYS Civil Service Law.
Preferred Qualifications: Must demonstrate strong management, written and verbal communication skills, strong interpersonal and organizational skills, and excellent decision-making, critical thinking, writing, and editing skills. Strong project management and facilitation skills preferred. Knowledge of health insurance program functions, clinical or case management, contracts and vendor management experience is helpful, although not necessary.
