Duties Description The Associate Director Human Resources 1 will be responsible for classification, telecommuting auditing, compensation, leaves management, examination planning staffing management and assist with recruitment as needed. This role involves developing relevant strategies and ensuring compliance with applicable Laws, Rules, and Regulations.

Key Responsibilities:

• Oversee agency telecommuting program to ensure compliance with agency policy.
• Ensure protocols regarding telecommuting agreements, eligibility determinations, and documentation standards is followed based on agency policy and guidance.
• Conduct periodic audits of telecommuting arrangements to ensure operational needs, performance expectations, and supervisory oversight requirements are met.
• Advise executive leadership on telecommuting risk mitigation, policy updates, and program effectiveness.
• Direct classification and reclassification reviews to ensure positions align with appropriate Civil Service titles and standards.
• Oversee preparation of classification justifications, organizational charts, and duty statements.
• Ensure position duties align with approved title specifications and salary grades.
• Advise leadership on organizational design, reporting structures, and span-of-control considerations.
• Provide executive oversight of leave programs including FMLA, Paid Family Leave, Workers’ Compensation, Military Leave, ADA leave, and negotiated leave benefits.
• Ensure consistent interpretation and application of state and federal leave laws and collective bargaining agreements.
• Provide strategic HR guidance to executive leadership on staffing and establish and maintain internal policies, procedures, and quality assurance controls for transaction processing.
• Supervise HR managers and professional staff responsible for staffing transactions for the agency.
• Supervise, mentor, and evaluate subordinate professional staff.

Minimum Qualifications Current New York State employee with one year or more of permanent, contingent- permanent or 55b/c service in a position allocated to a Grade 23 or above and eligible for transfer under Section 52.6 of the Civil Service Law.

OR

Provisional Pending Exam Minimum Qualifications: One year or more of permanent, contingent-permanent or 55b/c service as a Human Resources Specialist 2.

OR

Non-Competitive Promotion (NCP): If there are no more than three qualified candidates in the promotion field for this position, the agency will request approval from the Department of Civil Service to fill this position via a non-competitive promotion (NCP) examination, pursuant to Section 52.7 of the Civil Service Law. In
order to be eligible for the NCP, candidates must be in the departmental promotion field and have one year or more in a permanent or contingent-permanent competitive, or 55b/c service in a Human Resources Specialist 2.


Preferred Qualifications:
• Experience in Human Resources Management
• Knowledge of Civil Service Law, Rules, and Regulations
• Experience with recruitment strategies and workforce management
• Strong analytical and communication skills
