Duties Description The Office for People With Developmental Disabilities (OPWDD) is seeking a Program Operations Specialist 2 to work in the
Bureau of Central Operations within the Division of Fiscal Policy and Management. This is a critical position that will play an
integral role in implementing fiscal actions related to OPWDD's Medicaid Compliance Program, assist with Medicaid
oversight activities identified in OPWDD's Home and Community Based Services (HCBS) Waiver and help satisfy data needs
to support actions within the Bureau and for Division leadership.

The Program Operations Specialist 2 will:
• Carry out tasks related to verifying and voiding identified claims as the result of OPWDD Medicaid Compliance Program
review actions. This work will involve gaining proficiency in using OPWDD's Tracking and Billing System (TABS) and the
Medicaid Data Warehouse (MDW).
• Review the Medicaid Compliance Monthly TABS Activity Changes report to identify and record any voids occurring as a
result of the report activities.
• Act as a liaison with the Office of the Medicaid Inspector General in terms of reporting OPWDD Medicaid recoveries via
system voids and submitting check repayments to the Medicaid program.
• Participate in Medicaid Internal Review activities that help ensure OPWDD is carrying out specified oversight assurances in
our Home and Community Based Services (HCBS) Waiver. This will involve collecting and analyzing large amounts of data
and will require knowledge about OPWDD billing rules and regulations.
• Prepare correspondence and outreach to OPWDD provider agencies identified in post payment reviews as part of Medicaid
Internal Review actions and maintain a detailed tracking system for all correspondence.
• Assist with the preparation of eMedNY Evolution Projects as system changes/enhancements are needed and act as the
primary staff facilitating front end billing edits for eMedNY claims processing.
• Assist with TABS maintenance and data entries such as program enrollments and dis-enrollments.
• Assist the Bureau with ad hoc data requests related to OPWDD and provider agency billing; these actions will require
gaining proficiency in the aforementioned TABS and MDW applications, as well as use of eMedNY Thin Client, Crystal
Reports, Monarch Pro, MS Access and MS Excel.

Work hours TBD between 8:00 AM and 5:00 PM.

Minimum Qualifications Promotion:
Candidates must be reachable for appointment on the current Civil Service Eligible List.

Transfer:
Candidates must have one year of permanent competitive or 55-b/c status in the posted title and be eligible for lateral transfer; OR be eligible to transfer via Section 70.1, 70.4, or 52.6 of Civil Service Law. The transfer cannot be a second consecutive transfer resulting in an advancement of more than two salary grades.

• The assignment of PS&T employees will be made in accordance with any agreed upon Memorandum of Understanding between PEF and the local DDSO regarding the posting of job vacancies.
