Duties Description The incumbent will serve as the Assistant Director of the Registrations, Accounting and Support Bureau and will provide day-to-day direction, leadership, and management of operations in alignment with the Department's Strategic Plan and the Division's Operation Plan. In this role, the incumbent must possess the skills to manage people, self, and processes.

Manage People:

Working with the Director, the incumbent must endeavor to maintain a bureau identity and a high office morale by initiating direct contact with all employees; holding regular and impromptu staff meetings as necessary; engaging staff on issues and ideas and rigorously following up on suggestions; and developing staff awareness and appreciation of the ideas and accomplishments of Division management. Additionally, the incumbent must determine the effectiveness of staff's work performance and identify and secure remedial educational, coaching, and growth opportunities as indicated.

Managing Self:

The incumbent will remain connected to and apprised on the Bureau's issues, interests and activities and advise the Bureau Director of significant personnel or taxpayer issues and offer effective solutions and alternatives. In the conduct of all Bureau activities the incumbent must maintain a high degree of integrity, assure data and employee security and compliance with internal controls. Similarly, the incumbent must be a positive role model and a team player/leader in interdepartmental and interdivisional projects and foster relationships with other Bureaus and exchange lessons learned from successes and failures. In addition, the incumbent must comply with the Department's time and attendance rules.


Manage Processes:

Working with the Director, the incumbent must oversee and monitor the Bureau's assigned work and evaluate its completion in the context of Bureau performance and quality control measures. Consulting with the Director, the incumbent must, set realistic goals for Bureau managers and ensure the desired outcome is understood, effectively pursued, and accurately measured; assure staff is kept current with system related developments and changes to law, regulation and policy which impact the bureau's activities; employ tools and techniques to ensure managers and supervisors understand and pursue a common goal and outcome with regard to shared activities; and, analyze and monitor Bureau programs for opportunities to increase taxpayer compliance, reduce costs and improve service.

The Registrations, Accounting and Support Bureau (RASB) manages a wide variety of processes including processing tax registrations, various taxpayer account updates, power of attorney forms, electronic payments and taxpayer payment resolutions;
department accounting functions; banking services; staffing services and workforce management; as well as technical support teams to manage and support all of the front-end and back-end systems the bureau uses in their day-to-day activities, as well as support of the department’s online services system.
