The Personnel Office is looking for someone with such qualities to add to their recruitment department. The recruitment team specializes in all areas of staffing, recruitment, classification and exam planning. We share a commitment to connecting our agency programs to skillful, experienced talent.

The incumbent will supervise, monitor, and lead staff within the Recruitment Unit to provide assistance, advocacy, guidance and advice on all facets of recruitment, classification, and examination requests. The incumbent will perform a wide range of classification and recruitment activities in accordance with Civil Service Law, Rules and Regulations, policies and procedures.

• Research, plan, and prepare classification requests
• Participate in examination planning and development activities
• Provide guidance and assistance to program staff regarding appointment, promotion, transfer, and status of employees
• Serve as a liaison with control agencies and other organizations as required
• Prepare routine correspondence and report
• Review personnel transactions prepared by staff for accuracy
• Prepare and review job postings, posting results, eligible list candidates’, and nominated candidates for appointment
• Train and evaluate staff accordingly
• Collaborate with program area representatives to find solutions for hard to recruit titles and/or locations
• Participate in other special projects as assigned

The Personnel Office works in a team setting creating a collaborative environment which supports staff growth and development. Employees are expected to exhibit professionalism through a consistent commitment to the development and maintenance of excellent work relationships with others, including DOL employees and staff from various control agencies.

Minimum Qualifications As this position requires travel, the appointee must have a valid license to operate a motor vehicle in New York State and have a motor vehicle or otherwise demonstrate their capacity to meet the transportation needs of the position.

Reassignment Qualifications (DOL employees only):
Current Department of Labor employees only, with at least one year of permanent, contingent-permanent, or 55b/c service in a Human Resources Specialist 2; if you have less than one year, you must be reachable on the current Human Resources Specialist 2 eligible list for this location, if one exists.

52.7 Non-Competitive Promotion (NCP) Qualifications (DOL employees only):
To be eligible for NCP, candidates must be in the Department of Labor promotion field and have one year or more of permanent, contingent-permanent or 55 b/c service as a Human Resources Specialist 1. If 3 or fewer qualified Department of Labor Human Resources Specialist 1 respond to this posting, Civil Service may approve the permanent appointment of one of the qualified Human Resources Specialist 1 without further examination.

Note: Non-competitive refers to not competing in an examination; the appointment will be competitive.

52.6 Transfer Qualifications:
One year of permanent or contingent-permanent as a Grade 21 or higher determined to be administrative by Civil Service.

70.1 Transfer Qualifications:
One year of permanent or contingent-permanent as a Grade 23 or higher determined to be similar by Civil Service.

Provisional Qualifications (DOL Employees Only):
To be eligible candidates must be a qualified Department of Labor employee and have one year or more of permanent, contingent-permanent or 55 b/c service as a Human Resources Specialist 1. The appointed candidate would have to take, pass and be reachable on the next holding of the examination to be appointed permanently.

•Strong analytical, critical thinking, and problem-solving skills
•Ability to initiate and maintain relationships across a diverse set of stakeholders
•Familiar with creating reports and tracking spreadsheets
•Familiar with Microsoft Office Suite

Additional Comments Position specific job duties may include occasional altered work schedule or job assignments which require availability and willingness to work occasional evenings and/or out-stationed assignments.
