Duties Description The Office of Human Resources and Administrative Planning oversees all staffing and personnel transactions, including recruitment efforts, labor relations, and reasonable accommodations. As the Department carries out key initiatives to transform the way services are delivered to partner agencies and to the public, this position will play an important role in ensuring the success of these modernization efforts.

Reporting to the Associate Director Human Resources 2, the Associate Director Human Resources 1 is responsible for assisting in oversight of the Department of Civil Service Office of Human Resources and Administrative Planning Office Recruitment Unit. Duties will include but are not limited to the following:

• Work with program managers to identify and clarify the goals and objectives of each Division in the recruitment and retention of employees.
• Responsible for supervision and development of recruitment staff while ensuring priorities and goals obtained.
• Manage and supervise all classification activities of the agency, including but not limited to position classifications and reclassifications, title structure changes, classification standard reviews, earmark releases, and reallocations.
• Review, develop and implement processes and procedures to streamline the recruitment process and maintain positive customer experience within the Department.
• Participate in the development and implementation of strategic goals and objections of the Division.
• Inform the Associate Director Human Resources 2 of pertinent issues and represent the Associate Director Human Resources 2 and/or assist with special projects, as needed.

Minimum Qualifications 52.6 TRANSFER QUALIFICATIONS:
One year of permanent, contingent permanent, or 55 B/C service allocated to a Grade 23 or higher eligible for transfer and determined to be administrative by Civil Service.

NON-COMPETITVE PROMOTON (NCP) QUALIFICATIONS:
The Department of Civil Service is considering making a request to the Department of Civil Service to hold a non-competitive promotion examination for the above title in accordance with Section 52.7 of the Civil Service Law if three or fewer interested promotional candidates respond to this notice. Before submitting such a request, we must ascertain if anyone meeting the minimum qualifications is interested in competing in a promotional examination for the above title and if they would accept appointment if offered. To qualify, you must be a current Department of Civil Service employee. If certified by Civil Service, mandatory reemployment list candidates must be considered first for appointment to this title. Please note this will be a competitive appointment. The term non-competitive refers to the appointed candidate not needing to compete in the next holding of the examination

The minimum qualifications for NCP appointment are:

One year of permanent/contingent-permanent competitive class service as a Human Resources Specialist 2, Human Resources Specialist 2 (Attendance and Leave), Human Resources Specialist 2 (Classification and Compensation), Human Resources Specialist 2 (Labor Relations), Human Resources Specialist 2 (Staffing), Human Resources Specialist 2 (Testing), Human Resources Specialist 3 (Appointments), or Human Resources Specialist 3 (Labor Relations).

It is essential that candidates clearly and concisely indicate exactly how they meet the above minimum qualifications in their resume. Failure to show how you meet the minimum qualifications above may result in disqualification and removal from consideration.

PROVISIONAL QUALIFICATIONS:

In the event that there is not a valid eligible list, candidates who meet the following qualifications may be qualified for a provisional appointment: one (1) year of permanent or contingent-permanent, competitive class status as a Human Resources Specialist 2, Human Resources Specialist 2 (Attendance and Leave), Human Resources Specialist 2 (Classification and Compensation), Human Resources Specialist 2 (Labor Relations), Human Resources Specialist 2 (Staffing), Human Resources Specialist 2 (Testing), Human Resources Specialist 3 (Appointments), or Human Resources Specialist 3 (Labor Relations). If appointed provisionally you must take the next scheduled exam and receive a reachable score before you can be permanently appointed.

SUBSEQUENT 55B/C QUALIFICATIONS:

A subsequent 55 B/C appointment may be considered if you have one year of permanent, contingent-permanent, or 55 B/C service in an eligible position allocated to Grade 23. To be considered, you must provide a copy of your letter of eligibility with your response.

• Experience in Recruitment, Classification, Exam Planning.
• Ability to proactively manage multiple priorities in a fast-paced environment and adapt to changing needs and issues; working independently as well as in a team environment.
• Solid organizational skills with demonstrated ability of managing sensitive issues while remaining fair and equitable acting with discretion and objectivity.
• Strong interpersonal skills with the ability to communicate and develop trusting relationships with staff at all levels (including senior executive staff) within and outside of Civil Service, including but not limited to the Business Services Center and the Center for Recruitment in Public Service.
