Duties Description The key responisbility of the candidate include: develop and execute a unified data strategy that supports both vital records customer services and aggregated vital statistics for public health and policy; service as the senior advisor to bureau leadership on data architecture, analytics and evidence-based decision making and emerging vital statistics reporting needs. champion a culture of excellence, continuous improvment and responsible use of data across the burea; lead, mentor and grow a multidisciplinary team of data analysts; define roles, performance metrics and professional development pathways that balance operational support with analytic and statistical work; oversee data governance, including data sharing agreements and disclosure protocols, including rules for releasing aggregated statistics and restricted-use datasets to stakeholders; lead the migration from legacy systems to modern platforms that can support both operational case processing and population-level reporting; implement advanced analytics, dashboards, and automated statistical reporting tools; represent the bureau in state and national initiatives and present data insights; and present data insights and progress updates to leadership and stakeholders.
Minimum Qualifications Non-competitive: nine years of experience* in data visualization, and statistical models and data mining tools.
*Substitution: An associate’s degree may substitute for two years of general experience; or a bachelor’s degree may substitute for four years of general experience. A master’s degree in data or computer science, informatics, economics, statistics, mathematics, or a related field, may substitute for one year of general experience; or a Ph.D. in these fields may substitute for two years of general experience.
Preferred Qualifications: Progressively responsible experience in data analytics, statistics or public health information systems in a leadership or management role overseeing analytics or data teams. Experience managing teams of five or more data professionals. Expertise in SQL, Python, SAS or R. Proficiency with business intelligence tools such as Power BI or Tableau for dashboards and reporting. Strong strategic thinking with the ability to translate policy and technical requirements into actional plans. Excellent communication and stakeholder management skills across technical and non-technical audiences.
Demonstrated experience leading digital or data modernization transformation projects. Strong strategic thinking with the ability to translate policy and technical requirements into actional plans. Experiencing using or generating birth and death statistics for public health reporting, surveillance or research. Experience with NCHS, CDDC or other federal public health partners on data-related or vital statistics initiatives.
Additional Comments The Office of Public Health’s,Vital Records is seeking an experienced Director of Data Analytics to lead a data team that supports both vital records operations and population-level vital statistics. This role is central to the modernization strategy of Vital Records, ensuring that data is accurate, secure, interoperable an dusable for services, public health surveillance and policy evaluation. The candidate will combine deep technical expertise in data science and analytics with strong leadership, policy fluency, and change management skills.
This position may require travel throughout New York State including overnights to areas not served by public transportation.
