Duties Description The New York State Office of Mental Health (OMH) is seeking a qualified candidate to fill one non-competitive, policy influencing position of Mental Health Program Manager 2, M-6, in the Division of Community Program Policy & Management. Under the general direction of the Associate Commissioner MH, the Mental Health Program Manager 2 will serve as an overall Deputy and director of day-to-day operations of the Division of Integrated Community Services for Children and Families. The Mental Health Program Manager 2, M-6 will report to the Associate Commissioner MH and engages with senior level management in planning and decision-making to lead and guide the operations which comprise the enhancement of the continuum of care for children and families. The incumbent will supervise Bureau Manages to coordinate operational activities of the Division, which includes inpatient services, residential and crisis services, community outpatient services and children’s system support.
Specific duties to be performed may include, but are not limited to, the following:
• Engages in management planning, policy and decision-making to lead and guide the operations and services, which comprise the children’s continuum of care and mental health system.
o Provides recommendations to the Associate Commissioner concerning program development, improvement, viability and potential impacts to access as it pertains to service delivery for children and families.
o Ensures the implementation of high quality evidenced based services for children and their families.
• Assist the Associate Commissioner MH by providing leadership and oversight for the day-to- day operational management of the Division.
o Assist in leading efforts that promote excellence in continuum of care for children and families.
o Collaborate with senior-level management to develop and implement strategic goals and objectives and direct staff, Bureau Directors and Medical Director.
o Analyze current operational processes and performance, providing direction regarding solutions for improvement when necessary.
o Evaluate overall performance of the Division by analyzing data and metrics; Develops key performance indicators and monitors performance.
o Identifies opportunities for improvement and makes recommendations to the Associate Commissioner for program change.
o Coordinate program initiatives, serve as a resource for staff to clarify policy direction and the handling of emerging issues.
o Assists the Associate Commissioner MH in implementing key policy initiatives.
o Ensure communication of strategic goals and objectives throughout the Division.
• Works with Division staff to provide guidance and technical assistance to implementation of clinical programs. Apply expertise and knowledge of children’s mental health programs and services to ensure program integrity and to ensure optimization of best practices. Works with Division staff to monitor outcomes and provide ongoing technical assistance to foster improved outcomes for children and their families.
• Communicate with internal and external OMH stakeholders regarding ongoing monitoring, oversight and quality improvement of children’s mental health services. Identifying systemic needs and challenges which require changes or enhancements to programs or policies.
• Liaison with regional field office child and youth coordinators, county mental health directors, facility directors, families, youth and other stakeholders to develop and implement programs consistent with the Agency’s mission and goals.
• Participate in budget development and management and oversee staffing issues of the Division. Works with key Central Office staff to develop resource allocation methodologies for personal service and non-personal service and manages the system’s use of these resources throughout the fiscal year.
• Works with the Division’s Medical Director to ensure policies and decisions are clinically sound. Interfaces with, and provides expertise to, and the Bureau Directors within the Division to ensure program integrity throughout the implementation and/or change process.
• Supervises Bureau Managers, reviews and evaluates performance, advising on staffing, training, and mentoring of Division employees to ensure optimum work performance.
Minimum Qualifications Candidates must possess a bachelor’s degree in a human services field, hospital, healthcare, public, or business administration, or related field; and nine years of clinical, administrative, and/or supervisory experience in a mental health, public health, healthcare, and/or managed care setting, four years of which must have included managerial experience in at least one of the following areas:
• Policy development for a statewide mental health, public health, health care, and/or managed care program.
• Quality control, quality assurance, or quality improvement in a mental health, public health, health care, and/or managed care program.
• Program planning, design, implementation, or evaluation in a mental health, public health, health care, and/or managed care program.
• As a county director of mental health.
A master’s degree in a human services field; hospital, healthcare, public or business administration; or a related field may be substituted for two years of the general and one year of the specialized experience.
Preferred candidates will possess a comprehensive knowledge of the New York State’s integrated system of mental health care for children and families, including the complex fiscal and regulatory systems that support this system, and its stakeholders. The Candidate must be prepared to immediately provide effective oversight of the enhancement of the continuum of care for children and families through the implementation of the transformational redesign of the children’s mental health system resulting from the settlement of a class action litigation. They must possess excellent written and oral communication skills, be mission-driven, able to forge consensus, have a sense of urgency and creativity, and be able to achieve results in a complex organization with varied stakeholders.
