Duties Description Under the general direction of the Chief of Staff, the incumbent will provide leadership to the Department’s Regional Offices. The incumbent will also be a strategic partner within the Department’s Executive Management Team and will work in a collaborative manner to advance the mission and goals of the Department. The incumbent will build and maintain relationships internally, within state government and with external stakeholders.

Responsibilities include but are not limited to:

• Oversight of the eleven Regional Directors who are responsible for the delivery of the Department’s programs across the State. This includes planning and directing activities of the Regional Offices to assure achievement of the Department’s goals and objectives within budgeted resources and consistent with internal controls and other policies.
• Ensure the Department achieves its major objectives in managing the State highway system, such as producing the annual capital construction program and ensuring the safety and reliability of the State’s highway system.
• Ensure a multi-modal focus that includes bus, rail, air, and all other transportation modes into the Department’s operations.
• Management of resources within and among each Region(s), as required, to ensure the delivery of programs, projects, and services, in consultation with the Chief of Staff and the Commissioner.
• In coordination with the Regional Directors and Program Directors, develop the five-year preventative maintenance plan for State highways, bridges, culverts, sign structures and related highway appurtenances as required by Section 10-d of the Highway Law, and undertake any other tasks associated with monitoring or independently evaluating such plans.
• Provide input and support to the Chief Data Officer to establish policies, procedures and effective criteria for Asset Management activities and Performance Management programs in support of the capital program, as well as the activities of the Operations and Asset Management Division.

Responsibilities may include serving a role within the Incident Command System to support the department's response to regional and statewide emergency situations.

Minimum Qualifications Bachelor’s degree and nine years of relevant experience. *

*Substitutions: four years of specialized experience or associate degree and two years of specialized experience may substitute for bachelor’s degree; J.D. or master’s degree may substitute for one year of specialized experience; Ph.D. may substitute for two years of specialized experience.

The salary range listed reflects the full range for this graded position. For new State employees appointed into graded positions, the annual salary is the hiring rate (beginning of the Salary Range) of the position. Promotion salaries are calculated by the NYS Office of the State Comptroller in accordance with NYS Civil Service Law, OSC Payroll rules and regulations and negotiated union contracts.
