Duties Description Under the direction of the Deputy Commissioner of Technology (DCT), the Manager of Information Services Technology 2 (MITS 2)-SG 29 position, within the New York State Office of Information Technology Services Dedicated Support - Department of Environmental Conservation (DEC), the MITS 2 will provide oversight and management of DEC Dedicated Support Team staff including the DevSecOps staff supporting all DEC Custom Applications, low-code development, database management, and servers; the Client Compute staff supporting incident management, problem management, change management, and delivery of standard ITS product offerings via ITSM; the Admin and Governance staff supporting client relationship management, agency governance, agency IT procurements.
Specific duties include, but are not limited to, the following:
• Develop and maintain detailed management plans for major areas of responsibility.
• Perform a full range of supervisory duties for state and contract staff including staff reviews, probationary reports, performance evaluations, and disciplinary programs as required by NYS policy, approval of leave requests.
• Mentor and guide management team and their staff.
• Develop annual staffing/succession plans and foster growth opportunities.
• Communicate clearly with subordinate staff regarding work priorities and performance.
• Oversee and manage HR related activities including updating of org charts, submitting and approving Requests to Fill (RTFs), interviewing candidates, submitting nominations, and ensuring all onboarding activities are completed by supervisory staff.
• Assign work to subordinate supervisors, monitor progress, review major staff initiatives and products, and make recommendations as appropriate.
• Oversight and management of all operational needs for DEC supported applications and IT environment. Duties, which may necessitate off-shift availability.
• Schedule, coordinate and facilitate team meetings to organize work and track progress.
• Schedule, coordinate and facilitate agency governance meetings to understand business needs, business criticality of need, and status/progress of work. These governance meetings include, but are not limited to, Annual Service Delivery, and Monthly Agency Governance.
• Leverage the Secure Software Development Life Cycle (SSDLC) for all activities, enforce programming standards, and coordinate work assignments, enforce peer code reviews.
• Manage, track, coordinate, prioritize all incident, problem, and work related to operational support for all DEC technical needs. This includes tracking and sharing of regular reports with ITS exec team and agency exec team.
• Lead initiatives to automate or improve delivery of ITS products to DEC and reduce the number of incidents experienced by DEC staff.
• Collaborate with DEC program areas to understand their operations, systems, and business functions.
• Schedule/Oversee bi-weekly operational status meetings with business users to provide updates, progress, issues and risks associated with demands, projects, and enhancements.
• Schedule/Oversee bi-weekly meetings to facilitate all strategic planning and roadmap planning discussions with agency and ITS.
• Collaborate with all DEC dedicated support and shared service teams to support product management for DEC products.
• Maintain application documentation/artifacts in repositories for easy access and information sharing.
• Works with counterparts within the organization to ensure compatibility of all initiatives and acquisitions within and among the IT specialties.
• Ensure adherence to existing internal controls, policies, guidelines, standards, and procedures.
• Ensure all DEC applications/products are running on servers with supported Operating Systems, databases running on supported levels, application platforms and code are supported/secure.
• Manage/track completion of all IT Procurements including approving LOIs and ITS initiated contacts via the eIRF system.
• Serves as liaison with vendors. Monitors vendor compliance with contracts for services. Resolve problems as needed.
• Monitors and tracks NPS budget ensuring renewals are completed in a timely manner and SFS entries are approved as appropriate.
• Managing the product catalog, costs, and services for all IT products used by DEC.
• Establish business partnerships through effective communication with various individuals including management, users, vendors and other ITS staff. Communication needs include but may not be limited to:
• Listen to business needs and issues articulated by agency and ITS program managers.
• Explain the technical and fiscal realities within IT that impact on meeting user requirements, highlighting alternatives in terms of cost, schedule, scope, risk.
• Negotiate between agency and ITS program managers, as well as within ITS, to reconcile differing priorities.
• Establish productive relationships with vendors to ensure that contracts (new and existing) will meet agency operating/business needs.
Minimum Qualifications Open to NYS employees with one year of permanent competitive service as a Manager Information Technology Services 2, SG29/M3, OR in a position at the SG27/M2 level or higher deemed administrative under Section 52.6 of Civil Service Law. The transfer cannot be a second consecutive transfer resulting in advancement of more than two salary grades or one M-grade. Note: If you are on the examination eligible list for the position title in this location, you do not need to respond to this posting unless you are also eligible for appointment by one of the qualifications listed above. Candidates must be reachable on the current eligible list for this title in order to be list appointed.
Additional Comments ITS will not offer permanent employment to any candidate unless the candidate provides documentation that they are authorized to accept work in the United States on a permanent basis. If eligible, positions located in New York City will receive an additional $3,400 downstate adjustment location pay with regular annual salary. Positions located in the Mid-Hudson will receive an additional $1,650 adjustment location pay.
