Duties Description ITS provides operational support to state agencies on a 24x7x365 basis; some positions may be required to provide this critical service at any time.

Under the direction of the Deputy Commissioner, the IES Assistant Director of Data and Shared Services will be assigned to the Integrated Eligibility System (IES) within the Office of Information Technology Services (ITS) and will play a critical role in the modernization of New York State’s select human services eligibility systems. The incumbent will lead the design, implementation, and management of core, shared services—such as data management, workflow management, automated rules engines to name a few that are used by multiple programs, teams, etc. This position will ensure that the shared components are installed, secure, scalable, and compliant with both state and federal interoperability standards, facilitating a modernized, streamlined experience for New York residents.
Duties Include but are not limited to the following:

• Strategic Leadership: Develop, communicate, and implement a long-term strategic vision for data and shared services and ensure execution of strategy aligned to major milestones and value relation for the program
• Technical Execution: Lead the development, integration, and operational maintenance of common services ensuring components are readiness for other products to use and/or consume
• Interoperability & Standards: Build interoperability to ensure all components align with FHIR/HL7 standards and modern API-based architecture.
• Stakeholder Management: Collaborate with stakeholders across various state agencies, executive leadership and external agencies, including Federal agencies or vendor partners to align technical shared services with program requirements.
• Performance & Compliance: Ensure data and shared services meet all security, regulatory, and performance KPIs; manage and resolve service-level complaints.
• Team Leadership: Perform a full supervisory duties, fostering a culture of innovation, continuous improvement, and ownership.

Minimum Qualifications Minimum Qualifications:
Nine (9) years of experience in Information Technology with five (5) years as a senior analyst, technical leadership, or IT framework design role and two (2) years of experience in technical, application, and data analysis.

Bachelor's degree in Information Technology, Computer Science, Public Administration, or related field may substitute for 2 years of experience.
Master’s Degree may substitute for an additional year of experience.

Preferred Qualifications
• Prior experience in NYS ITS Agency
• Experience with both on-premise solutions and/or cloud-native platforms (GCP, Azure, AWS).
• Experience in implementing large-scale interoperability standards (FHIR, HL7).
• Experience with Agile methodologies and managing Vendor teams.
• Deep understanding of microservices, API architecture, and modern application development with ability to execute and drive outcomes
• Ability to map technology capabilities to business objectives and regulatory requirements.
• Proven ability to drive consensus across diverse, cross-functional teams.
