Duties Description The Director, Agency Budget Services 1 will oversee, manage, and coordinate all office workflow in the Administrative Finance Bureau Financial Management Section (FMS). The duties will include but are not limited to the following:
• Provide fiscal oversight and analysis of program expenditures, funding streams (State and Federal), and significant financial agreements impacting agency operations statewide.
• Develop and implement long-term financial strategies aligned with the agency's mission and goals.
• Provide strategic financial guidance to executive leadership to support decision-making and resource allocation.
• Oversee the preparation, development, execution, and ongoing management of the annual budget, including reviewing program area budget requests, monitoring expenditures, forecasting future revenue and costs, and analyzing fiscal data.
• Review and prepare responses to requests for information from the Division of the Budget and other stakeholders.
• Identify, assess, and mitigate financial risks associated with agency programs and operations.
• Lead and participate in the development, revision and implementation of fiscal policies, programs and procedures across the Department.
• Direct the analysis of spending trends utilizing multiple reporting resources, comparing actual to projected expenditures, and accounting for expected and unexpected discrepancies.
• Supervise staff in the development, review and analysis of budgets, procurements and related documents, ensuring compliance with federal budget regulations.
• Ensure the establishment and maintenance of robust internal controls to safeguard agency assets and ensure compliance with all applicable laws, regulations, and policies.
• Oversee complex programs that involve the full range of budgeting and financial management activities, characterized by multiple funding sources and a diverse range of program locations.
• Representing the Department in meetings with the Division of the Budget, Office of the State Comptroller, and other New York State agencies regarding fiscal policies and budgeting procedures.

• Ability to initiate and maintain relationships across a diverse set of stakeholders.
• Self-Motivated, comfortable working in a fast-paced environment
• Excellent technical skills in all areas of public budgeting, financial management and federal budgeting.
• Strong communication and writing skills are required, including collaborating and communicating with executive-level management, Department team members and outside agencies.
• Dedicated, hardworking, motivated and well organized
• Ability to establish job priorities and oversee assignments to timely completion
• Must have strong attention to detail and be able to multi-task

52.7 NON-COMPETITIVE PROMOTION (NCP) QUALIFICATIONS:
To be eligible for NCP, candidates must be in the Department of Labor promotion field and have one year or more of permanent, contingent-permanent or 55 b/c service at the M-1 or higher level in a financial management or budgeting title. In accordance with Section 52.7 of the Civil Service Law if three or fewer qualified Department of Labor employees at the M-1 or higher level in a financial management or budgeting title respond to this posting, Civil Service may approve the permanent appointment of one of these qualified candidates without further examination.
Note: Non-competitive refers to not competing in an examination; the appointment will be competitive.
PROVISIONAL QUALIFICATIONS:
Candidates with one year or more of permanent, contingent-permanent or 55 b/c service at the M-1 or higher level in a financial management or budgeting title.
52.6 TRANSFER QUALIFICATIONS:
Candidates with one year of permanent, contingent permanent or 55 b/c service in a title equated to M-2/G-27 or above and designated administrative under Section 52.6 of the Civil Service Law may be eligible for transfer.
*Consecutive transfers cannot result in an increase of more than one M-grade or two salary grades.

Additional Comments Position specific job duties may include occasional altered work schedule or job assignments which require availability and willingness to work occasional evenings and/or out-stationed assignments.
