Duties Description Under the direction of the Chief Investment Officer and Deputy Comptroller (CIO) and Deputy Chief Investment Officer (DCIO), the New York State Common Retirement Fund (“CRF” or the “Fund”) Director of Public Equities will manage and oversee the team dedicated to the diversified mix of public equity securities through internally and externally managed passive index portfolios and actively managed external investment managers. This position may be based in the Albany or New York City office, with the expectation that the selected candidate will be required to work onsite with the Public Equities team in the Albany office on a regular basis.
Duties:
• Lead portfolio construction and strategy development for the largest asset class at the CRF, with the mission of providing the largest source of nominal returns in the CRF’s portfolio over the long-term, and a secure pension for the Fund’s beneficiaries, through diversified public equity market exposure.
• Lead due diligence, selection and oversight of external investment managers, and oversee the presentation of proposed investment recommendations to the Internal Investment Committee.
• Oversee performance for the public equities portfolio to ensure returns meet or exceed benchmarks while supporting the Fund’s long-term investment objectives.
• Direct the development and refinement of the Fund’s public equities investment philosophy and strategy that balances disciplined management of internally managed passive index portfolios with rigorous diligence, risk assessment and monitoring, and oversight of external equity managers.
• Oversee the team’s in-house management of passive index portfolios.
• Cultivate and maintain relationships with best-in-class investment managers and industry consultants to maximize access to market insights and best practices for investing.
• Collaborate across division teams and with CRF counterparties to execute the Fund’s initiatives.
• Identify and implement improvements to the manager due diligence process (including the identification, evaluation and implementation of these improvements) and other investment initiatives using a solutions-oriented and data-driven approach.
• Collaborate with the CIO, DCIO, and other Fund management to determine investment policies and strategic direction for the CRF; provide input on major fund-wide decisions (e.g., asset allocation); update asset class strategic plan; and abide by CRF-wide policies and procedures.
• Lead and develop the public equities team, including direct leadership, mentoring and supporting the development of junior staff.
• Offer input and critiques on investment theses around all asset classes and keep abreast of changes in markets and economic drivers in order to report to CIO/DCIO.
Minimum Qualifications Preferred Qualifications/Knowledge, skills, and abilities:
• Education: BA/BS in related field (business, finance, economics, or similar quantitative field). MBA, CFA, MS in Finance, or equivalent advanced degree and/or certification preferred.
• Experience: At least 12-15 years of focused equity investing experience and extensive background with managing investment professionals. Demonstrated skills with legal, regulatory and accounting matters.
• High ethical standards and commitment to the fiduciary responsibilities of a public pension fund.
• Expert knowledge of all aspects of passive and active equity investments, including, manager universe of products and strategies; due diligence; valuation metrics; passive index construction and maintenance; and institutional equity portfolio management, with a focus on risk, investment performance measurement, and asset allocation.
• Strong portfolio construction skills and the ability to develop and articulate a long-term, robust investment strategy and philosophy.
• Demonstrated leadership and supervisory skills with a proven ability to mentor and develop direct reports, across all facets of portfolio management.
• Ability to provide strategic feedback and thoughtful perspectives on investment opportunities across all asset classes.
• Ability to negotiate effectively with managers and secure favorable terms for the Fund.
• Demonstrate familiarity in the use of various systems (e.g., Bloomberg, Triton, FactSet, JP Morgan Markets, eVestment, Wilshire, Barra) to actively manage the portfolio, monitor risks and assess opportunities.
• Commitment to achieving strong investment outcomes for the Fund.
• Excellent written and verbal communications skills, including the ability to present to the Internal Investment Committee, build consensus around investment recommendations, and instill confidence in decision making.
Additional Comments Telecommuting: The Office of the New York State Comptroller (OSC) supports telecommuting where it is reasonable to do so based upon the agency’s mission and operational needs. Generally, employees new to OSC will be restricted from telecommuting for at least 8 calendar weeks. After the initial 8 calendar week restriction, if an employee’s primary residence location, duties, and work performance are aligned with telecommuting and operational needs they may be allowed to do so. Generally, OSC employees may telecommute up to 5 days per pay period but may be approved to telecommute less.
