Duties Description The incumbent of this position will be responsible for assuring contractors, subcontractors, consultants, public and private not-for-profit organizations, Minority/Women owned businesses, Service-Disabled Veteran Owned and disadvantaged businesses doing business with the Department of Transportation and its sub-recipients comply with Federal and State Equal Opportunity statutes, rules, regulations, policies, and Executive Orders governing businesses receiving public funds for goods and services. The selected candidate will also be responsible for assuring Equal Employment Opportunity Compliance.
The incumbent will
• Provide technical assistance to Department staff, consultants, and contractors to achieve or maintain contractual compliance.
• Prepare regular reports of program activities for the agency and other State and Federal agencies;
• Monitor contract activity and progress to ensure contractual compliance;
• Conduct site visits to ensure contractual compliance;
• Meet with contractors to discuss and negotiate solutions regarding steps needed to effect program compliance;
• Preforms In-Depth Federal Compliance Reviews;
• Goal Assessment for D/M/WBE/SDVOB and Pre-Letting and Post-Award Waivers:
• Establish preliminary D/M/W/SDVOB project specific goals by analyzing sub-contractible opportunities
• by using Goal calculator, certification directories, historical data, and drafting waivers;
• Oversees the participation of minority, women-owned, and service- disabled veteran-owned
• businesses in receiving contracts from publicly funded programs or projects;
• Monitors the compliance of publicly funded project with mandates requiring the participation of
• Disadvantaged/minority/women-owned, and service-disabled veteran-owned businesses.
Additional duties will be discussed at the time of the interview.
Minimum Qualifications Six years of experience in the review, investigation, and/or evaluation of compliance with equal employment opportunity laws, rules and regulations; in the planning, development, implementation, and review of programs dealing with equal employment opportunity, human rights, affirmative action, minority business program coordination, and/or labor relations directly relating to affirmative action; or in the development and administration of programs designed to facilitate minority community access to employment or business opportunities in the public and private sector.
A bachelor’s degree may substitute for four years of experience. A master’s degree may substitute for one year of experience.
Responsibilities may include serving a role within the Incident Command System to support the department’s response to regional and statewide emergency situations.
Additional Comments The salary range listed reflects the full range for this graded position. For new State employees appointed into graded positions, the annual salary is the hiring rate (beginning of the Salary Range) of the position. Promotion salaries are calculated by the NYS Office of the State Comptroller in accordance with NYS Civil Service Law, OSC Payroll rules and regulations and negotiated union contracts.
