Duties Description The Health Program Administrator (HPA) 1 position will support the overall contract and fiscal workload of The Office of Health Equity and Human Rights (OHEHR) Executive Team. Specifically, this position will support the following tasks: Initiates the grant and miscellaneous contracting process from concept through procurement for both State and Federally funded initiatives; Spearheads community engagement activities and outreach to include communication with external stakeholders; Supports policy development and implementation; Statewide Financial System liaison; Provides program and contract management to the OHEHR portfolio by negotiating workplans and budgets, providing technical assistance to support overall goals and objectives of executed contracts, facilitate monthly contractor calls, etc.; Supervises professional staff. In addition, the HPA 1 will support the Office with the development of reports/recommendations regarding program activities, ensuring program integrity, reviewing contract effectiveness and fiscal appropriateness.

Minimum Qualifications Reassignment: Current New York State Department of Health employee with permanent or contingent permanent status as a Health Program Administrator 1, Grade 23.

Transfer: Current New York State employee with one year or more of permanent or contingent permanent service in a title eligible for transfer to Health Program Administrator 1, Grade 23, under Section 52.6 or 70.1 of the Civil Service Law.

Preferred Qualifications: Demonstrated experience with State contracting (grant and miscellaneous), to include contract and program management, and experience facilitating the provision of guidance, technical assistance, and related support to grant-funded contractors, applicants, and stakeholders. Experience with State fiscal processes. Strong utilization knowledge of Excel, Powerpoint, Microsoft Word, Statewide Financial System, Webex, and TEAMS. Excellent communication skills with diverse internal and external partners. Ability to appropriately take initiative, follow-through, and carry assignments through to finalization. Supervisory experience.
