Duties Description The Office of Financial Management, Division of State Operations Financial Management, Bureau of State Budget Services is recruiting to fill a Senior Budgeting Analyst/Budgeting Analyst Trainee, position.

The incumbent of this position will provide essential support to the agency's annual budgetary implementation and oversight of the annual personal and non-personal service funds, and will also provide critical budgetary liaison oversight and support to OMH facilities and Central Office divisions. Candidate should be proficient in MS Office Suite (Excel primarily), be able to understand and distill fiscal data and trends, demonstrate critical thinking and analytical skills, and provide excellent customer service to staff from various decentralized locations.

Specific duties may include, but are not limited to, the following:

Monitor expenditures, generate spending reports and disseminate the reports to OMH facilities and Central Office divisions. Develop aspects of the agency's budget request and develop spending plan materials. Analyze fiscal impacts of legislation and review expenditure requests. Generate, analyze, and comment on routine reports from various internally and externally managed data systems.Provide oversight of several State Operations contracts and leases including those with the Research
Foundation for Mental Hygiene (RFMH), Extended Warranty vendors, and private landlords that lease space to OMH. Create, review, and test various Administrative Support Procedures relating to various OMH functions.

Understand the basic budget process and activities as it relates to the Statewide Financial System functions. Develop, implement, and oversee OMH Divisional spending plans. Identify and bring and budgetary irregularities to management's attention and/or resolve such irregularities to ensure that OMH remains within its budgeted non-personal service spending targets.

Serve as agency liaison to facility staff, Central Office program staff, and control agency staff such as the Division of Budget (DOB), Office of the State Comptroller (OSC), and Office of General Services (OGS). The Senior Budgeting Analyst/Trainee will also be a primary user of the SFS. Importantly, like other staff in SOB&FMG, the incumbent will likely be a key player in training and providing technical assistance to OMH facilities. Since the SFS system is under constant upgrading, the incumbent will not only be hands-on in SFS, but a critical member of the team supporting the OMH facilities.

Minimum Qualifications NY HELPS Qualifications:
Budgeting Analyst Trainee 1: Four years of experience in budget estimation, justification, and expenditure control functions.*

Budgeting Analyst Trainee 2: Five years of experience in budget estimation, justification, and expenditure control functions.*

Senior Budgeting Analyst: Six years of experience in budget estimation, justification, and expenditure control functions.*

*An associate degree may substitute for two years of experience; a bachelor’s degree may substitute for four years of experience; a master’s degree may substitute for five years of experience; and a doctorate may substitute for six years of experience.

Transfer:
Candidates must have permanent status as a Senior Budgeting Analyst and be eligible for lateral transfer; OR be eligible for transfer under Section 70.1 or 52.6 of the Civil Service Law by having one year of permanent competitive service in a qualifying title within two salary grades.

The starting salary for this position will vary based on the selected candidate’s education and/or experience. Candidates appointed at a trainee level will be required to successfully complete the traineeship to advance to the full performance level title and salary:

$53,764 (Budgeting Analyst Trainee 1)
$59,994 (Budgeting Analyst Trainee 2)
$66,951 (Senior Budgeting Analyst, full performance level)

For current New York State employees, the starting salary is based on the candidate’s salary at the time of hire.
