Duties Description • Respond through training and technical assistance to issues raised by the monitoring of public and voluntary foster care and adoption programs' compliance with federal and, NYS statute , regulations and policy in order to facilitate the freeing, placing and finalizing of children with a plan for adoption or other permanency plan
• Work collaboratively with other OCFS Permanency Specialists and the Bureau of Permanency Specialists on statewide adoption/permanency issues.
• Provide regional support for statewide adoption and permanency initiatives such as grant projects and Adoption Month activity planning
• Provide technical assistance and/or training for local districts and agencies on laws, regulations, and best practice standards for adoption.
• Coordinate and facilitate regional adoption exchanges and adoption fairs.
• Upon request by OCFS Regional Office, review, monitor and provide technical assistance on the foster care and/or adoption components of public and private agencies’ as it relates to the completion of VAR’s and CFSR’s.
• Provide on-site program reviews, training and technical assistance to prospective and authorized adoption agencies to facilitate completion of the authorization or reauthorization process.
• Provide training and technical assistance on the Adoption Album including requirements for photo listing and family registration to local agencies.
• Respond to requests for consultation to local departments of social services and other appropriate groups on the development and implementation of effective recruitment plans and techniques.
• Participate in Regional Home finders meetings, provide information on adoption and home finding related topics, respond to training and technical assistance requests, and facilitate a response to requests outside adoption related areas.
• Conduct periodic adoption program assessments and assist in the development of corrective action strategies.
• Review Voluntary Agencies’ Recruitment and Retention plan
• Respond to complaints and/or inquiries on adoption related matters.
• Review and assess Voluntary Agencies’ Adoption and KinGap targets
• Complete and issue reports in response to program reviews and site visits
• Participate in workgroups and committees
• Serve as back-up supervisor of Grade 18 staff.
• Any other assigned tasks that is integral to promoting work within the Permanency Unit.
Minimum Qualifications One year of permanent competitive or 55b/c service in this title or in a title eligible for 70.1 transfer.

To be considered for appointment through NY HELPS, candidates must meet the open-competitive minimum qualifications for this position:
Six years of experience in the management, supervision, or delivery of permanency or adoption services to children who have a handicapping condition or who are hard-to-place.
Substitutions:
An associate degree may substitute for two years of experience; a bachelor’s degree may substitute for four years of experience; a master’s degree may substitute for five years of experience; and a doctorate may substitute for six years of experience.
This position may be designated 55 b/c and is subject to verification of applicant eligibility.
Additional Comments Background Investigation Requirements:
1) All prospective employees will be investigated through a Criminal Background Check (CBC), which includes State and federal Criminal History Record Checks. All convictions must be reported; conviction of a felony or misdemeanor, or any falsified or omitted information on the prospective appointee’s employment application, may bar appointment or result in removal after appointment. Each case will be determined on its own merits, consistent with the applicable provisions of State and federal laws, rules, and regulations. Prospective employees will be fingerprinted in order to obtain a record of their criminal history information, and may be required to pay any necessary fees.
2) All prospective employees will be screened against the Statewide Central Register of Child Abuse and Maltreatment (SCR). Prospective employees will be required to pay any necessary fees.
3) For Division of Juvenile Justice and Opportunities for Youth (DJJOY) prospective appointees will be checked against the Staff Exclusion List (SEL) maintained by the Justice Center for the Protection of People with Special Needs. Prospective employees whose names appear on the SEL as having been found responsible for serious or repeated acts of abuse or neglect will be barred from appointment and may have their names removed from the eligible list(s) for the title(s) if applicable.
