Duties Description The program aide will perform a variety of substantive professional, technical, and administrative duties under the general direction of the Lottery Regional Manager, in the Division of Lottery. This position is essential for the efficient operation of the Marketing and Sales unit. Specific duties include, but are not limited to, the following:
• Adheres to licensing process, maintaining timeliness, when reviewing Lottery retailer license applications.
• Assist in maintaining trust and transparency with public by mailing out Winner Awareness information
• Run sales reports at the request of Regional Management, Supervising Lottery Marketing Representatives and or Lottery Marketing Specialist.
• Use existing data to review and compile monthly reports for regional state vehicle usage.
• Review and process prize payment claims, which include but is not limited to preparing correspondence to appropriate parties and claim documentation.
• Process claims flagged for special handling, which include but is not limited to retailer holds, lapsed tickets, previously paid vouchers and missing information.
• Answer inquiries via email and phone, directing both retailers and customers appropriately.
• Work with contractors to coordinate scheduled trainings with retailers.
• Utilize SFS system to maintain appropriate office supply and inventory.
• Any other duties/projects as assigned by management.
Minimum Qualifications Preferred skills:
• Communicate effectively via telephone, in writing and/or in person with various staff, managers and stakeholders
• Ability to work under stringent deadlines
• Ability to multi-task and prioritize work assignments
Minimum Qualifications:
Permanent Qualification: Candidates must be reachable for appointment from the current Program Aide eligible list.
OR
Transfer Qualification: One year of permanent, contingent permanent, or 55 B/C service allocated to a Grade 11 or higher eligible for transfer and determined to be similar by Civil Service.
OR
55 B/C Qualification: Current permanent non-competitive state employees certified eligible for the 55 B/C program under the Governor's Program to Hire Persons/Veterans with Disabilities pursuant to Section 55 B/C of the Civil Service Law will also be considered. Please provide a copy of your letter of eligibility with your response.
OR
Non-Competitive Minimum Qualifications:
Three years of experience performing clerical, keyboarding, or paraprofessional work in an office environment.

NY HELPS:
This title is part of the New York Hiring for Emergency Limited Placement Statewide Program (NY HELPS).
For the duration of the NY HELPS Program, this title may be filled via a non-competitive appointment, which means no examination is required but all candidates must meet the minimum qualifications of the title for which they apply and complete a probationary period.
At a future date (within one year of permanent appointment), it is expected employees hired under NY HELPS will have their non-competitive employment status converted to competitive status, without having to compete in an examination. Employees will then be afforded with all the same rights and privileges of competitive class employees of New York State. While serving permanently in a NY HELPS title, employees may take part in any promotion examination for which they are qualified.
Individuals certified eligible for the 55-b/c program under the Governor's Program to Hire Persons/Veterans with Disabilities pursuant to Section 55-b/c of the Civil Service Law are encouraged to apply. To be considered, 55-b/c candidates must provide a copy of their letter of eligibility with their response and meet the NY HELPS minimum qualifications listed above.
No Exam Required under NY HELPS:
Generally, titles filled via transition and open-competitive minimum qualifications may be recruited for using competitive methods, including transition lists and NY HELPS concurrently. Most current and future transition eligible lists do not need to be exhausted prior to making an NY HELPS appointment. However, for any transition title with newly established open-competitive qualifications, but where only a transition exam has recently been held, the resulting transition 12 eligible list established on or after April 24, 2024 must be exhausted prior to making NY HELPS appointments to that title. Upon the establishment of a new transition list (where an open competitive exam for the same title was not also held), agencies will have one month after the transition list establishment to make appointments from open recruitments; at one month, the transition list must be exhausted prior to making additional NY HELPS appointments.
Additional Comments NOTE ON TELECOMMUTING: Gaming Commission employees are required to apply and obtain approval through management to telecommute according to the Gaming Commission’s Telecommuting Pilot Program Guidelines.
Prohibition against Playing and Wagering:
Commission employees and family members residing in their households are prohibited from purchasing Lottery tickets or claiming Lottery prizes. Commission employees are prohibited from wagering upon any horse racing, commercial gaming, video lottery gaming, Indian gaming, charitable gaming activities, interactive fantasy sports, and mobile sports wagering within the State. To avoid any appearance of impropriety of conflict of interest, Commission employees will be prohibited from all aspects of promoting, operating, and playing in any charitable gaming, which includes bingo and games of chance such as raffles, whether the organization conducting the game is required to be licensed by the Commission. The prohibition placed upon each Commission employee from assisting with any charitable gaming does not apply to the employee's family unless the employee thinks it presents a conflict of interest related to his or her job duties. Commission employees must also avoid any outside activities that could interfere or be perceived to interfere with their job duties.
Pre-Employment Restrictions:
The law that established the Commission (specifically, Section 107 or the Racing, Pari-mutuel Wagering and Breeding Law) prohibits any person from being employed by the Commission if, during the period commencing three years prior to employment, such person held any interest in, or employment by, any corporation, association or person engaged in gaming activity with the State.
