Duties Description Responsibilities include, but are not limited to:
• Analyze and evaluate applications for workers’ compensation insurance policies.
• Service policies and resolve underwriting issues that are potentially difficult, sensitive, or costly to NYSIF.
• Determine if the policy is properly underwritten.
• Analyze experience rating data, previous loss experience and premium data to price a policy.
• Define, restrict, or qualify policy coverage.
• Review payroll audits and policy renewals.
• Represent NYSIF at Hearings before the Workers’ Compensation Board and testifies in depositions and trials as an expert witness.
• Correspond frequently with policyholders or their representatives, safety group managers, and NYSIF departments concerning other payroll and premiums, coverage, classifications, experience rating, certificate of insurance, endorsements, laws, rules, and procedures.
• Other related duties and responsibilities related to assigned work.

Minimum Qualifications For appointment via NY HELPs:
• To Underwriter Trainee 1: Four years of experience* assessing and defining insurance risks and performing technical services in underwriting Workers' Compensation or Disability Benefits claims cases.
• To Underwriter 1: Six years of experience* assessing and defining insurance risks and performing technical services in underwriting Workers' Compensation or Disability Benefits claims cases.

*An associate degree may substitute for two years of experience; a bachelor’s degree may substitute for four years of experience; a master’s degree may substitute for five years of experience; and a doctorate may substitute for six years of experience.


For competitive appointment:
• List appointment: Reachable on current Civil Service eligible list for this title.
• Transfer: Current New York State employee with one year of permanent competitive class service in a title eligible for transfer under Section 70.1 of Civil Service Law. Appointments via transfer must not result in a second, consecutive transfer with an advancement of more than two S-grades. Eligible titles for transfer to Underwriter Trainee 1 include, but are not limited to: Investigator 1, Assistant Insurance Fund Services Representative, Program Aide. Eligible titles for transfer to Underwriter 1 include, but are not limited to: Administrative Specialist 1, Investigator 2 (Compensation Claims), Policyholder Services Representative 1, Claims Service Representative 1, Claims Services Representative 1 (Disability Benefits)
• Reinstatement: Candidates who have held Underwriter Trainee 1 or Underwriter 1 title, or a transferable title, may be eligible for consideration for reinstatement.

NY HELPS Program:
This title is part of the New York Hiring for Emergency Limited Placement Statewide Program (NY HELPS).

For the duration of the NY HELPS Program, this title may be filled via a non-competitive appointment, which means no examination is required but all candidates must meet the minimum qualifications of the title for which they apply.

At a future date, it is expected employees hired under NY HELPS will have their non-competitive employment status converted to competitive status, without having to compete in an examination. Employees will then be afforded with all the same rights and privileges of competitive class employees of New York State. While serving permanently in a NY HELPS title, employees may take part in any promotion examination for which they are qualified.
