Duties Description Under the guidance of an Investigative Officer 3 - Public Work Wage the incumbent will perform the following duties:
• Enforce the provisions of Articles of New York State Labor Law which requires that the proper wage/prevailing wage rate(s) be paid to workers performing building service work and construction like work on public work and covered/non-covered private construction projects.
• Gather information used in setting the prevailing rates
• Inspect payroll records to determine compliance with the law
• Investigate difficult and sensitive investigations and participate in interagency taskforces
• Inspect jobs to ascertain if the proper rate has been paid
• Investigate allegations of underpayments, kickbacks, and falsified payroll
• Prepare and give testimony in Administrative Hearings and/or a Court of Law for criminal infractions of Articles 6, 8, 8A, and 9.
• Train new and existing staff on policies and procedures as well as any change to laws governing work that is being completed.
• Other tasks as assigned
• Supervision of staff in the office and field.
Minimum Qualifications this position requires travel, the appointee must have a valid license to operate a motor vehicle in New York State and have a motor vehicle or otherwise demonstrate their capacity to meet the transportation needs of the position.
Subsequent 55 B/C Qualifications:
A subsequent 55b/c appointment may be considered if you have one year of permanent or contingent-permanent service in an Investigative Officer 1 Public Work Wage and have a current Civil Service 55b/c approval letter.
Reassignment Qualifications:
Current Department of Labor employees only, with at least one year of permanent, contingent-permanent, or 55b/c service in an Investigative Officer 2 Public Work Wage if you have less than one year, you must be reachable on the current Investigative Officer 2 Public Work Wage eligible list for this location, if one exists.
70.1 Transfer Qualifications:
One year of permanent or contingent-permanent as an Employment Counselor or Employment Counselor Spanish Language.

Preferred Qualifications:
Ability to initiate and maintain relationships across a diverse set of stakeholders. (This language must be on all postings; other preferred qualifications may be added as needed)
Additional Comments This position may require a fingerprint background check prior to appointment.
Position specific job duties may include occasional altered work schedule or job assignments which require availability and willingness to work occasional evenings and/or out-stationed assignments.
Candidates with no previous state service will begin at the starting rate of the salary range listed above.
Additional location pay is available for the following counties: Bronx, Kings, Nassau, NYC-Manhattan, Queens, Richmond, Rockland, Suffolk, and Westchester, Dutchess, Orange, and Putnam.
