Duties Description The Office of Mental Health is recruiting to fill an Associate Health Care Fiscal Analyst, G-23 position in the Strategic Finance and Managed Care Group, Bureau of Medicaid State Plan Finance & Data Analysis, Inpatient & Emergency Services Unit. The incumbent may perform duties that include, but are not limited to, the following:
- Develop and maintain procedural programming logic (e.g., SQL, PL/SQL) and perform data analysis on very large databases using Business Intelligence, Data Retrieval, and Data Analysis tools (e.g., Hyperion, Business Objects, Cognos, OBIEE, TOAD, SQL Developer, Excel, MS Access).
-Develop and implement studies and prepare reports concerning policy and practice assessments of service providers and agents responsible for authorization of and payment for care.
-Develop position papers and documents.
-Implement activities outlined in action plans and initiatives identified in agency planning documents, including program and financial model specifications, pilot demonstration projects, guidelines, draft regulations, Medicaid State Plan documents.
-Maintain and interpret financial and programmatic databases of varying complexity.
-Query computer-based databases and make reliable inferences.
-Supervise subordinate staff by providing supervision, guidance, and oversight to subordinate staff, and intervene and resolve problems as necessary.
-Determine and oversee staff assignments including responsibility for the approval of leave and the tracking of time and attendance.
Minimum Qualifications Candidates must be employed by New York State to be eligible to apply for this position.
Transfer:
Candidates must have permanent status as an Associate Health Care Fiscal Analyst and be eligible for lateral transfer; OR be eligible to transfer via Section 70.1 or Section 52.6 of the Civil Service Law by having at least one year of permanent service in a qualifying title within two salary grades or one M-grade of this position.
