Duties Description ITS provides operational support to state agencies on a 24x7x365 basis; some positions may be required to provide this critical service at any time.
Under the direction of a Correspondence Lead, The Correspondence Manager will be assigned to the Integrated Eligibility System (IES) within the Office of Information Technology Services (ITS) and will be responsible for application development and delivery for various products or shared services, such as Correspondence. The incumbent will manage the strategy, direction, and execution of all phases of the Software Development Life Cycle overseeing product development, unit testing, application integration, and integration testing and other support as needed and will combine strong coding skills with the ability to guide and support junior developers. This position will work with the Developers, App Leads, DevOps, and Architects, and other teams or staff across ITS, and will participate in performance testing, designs, industry standards, state standards, federal standards and ensure that the IES applications are integrated efficiently with state and local systems.
Duties Include, but are not limited to, the following:
• Manage and participate in the execution of products under development ensuring they align with IES strategy and ensuring execution of critical milestones.
• Manage product development taking a hands-on approach and an active role in all stages of the application development life cycle including cloud hosted architecture.
• Liaise with project managers, technical architects, system admins, release managers, and vendors for application requirements validation, development, testing, release, and deployment.
• Plan, prioritize, and execute activities related to resolving defects or technical issues.
• Manage and execute quality assurance process around code development that includes code reviews, unit testing, and adherence to approved design & standards.
• Identify and escalate technical risks and issues appropriately.
• Perform a full range of supervisory duties.
Minimum Qualifications Six (6) years of experience years in application development using C# and .NET , frameworks & technologies, including one (1) year supervisory experience.
The following degrees may substitute for the general experience as indicated:
• Associate’s degree and five years of experience
• Associate’s degree including 15 semester credit hours in computer science and four years of experience
• Bachelor’s degree and four years of experience
• Bachelor’s degree including 15 semester credit hours in computer science and three years of experience
• Master’s degree in computer science or related field substitutes for an additional year of experience
• Doctorate in computer science or related field substitutes for an additional 2 years of experience
Additional Comments ITS will not offer permanent employment to any candidate unless the candidate provides documentation that they are authorized to accept work in the United States on a permanent basis. This position can be filled in Albany or NYC.
