Duties Description The incumbent is a lead clinician in the Central Office Survey Unit and in that capacity, will serve as a clinical advisor to the adult care facility surveillance program. The incumbent will review citations for clinical impact, provide clinical insight on observed and proposed facility practices through record and/or policy and procedure analysis, analyze citation data to identify opportunities to improve clinical outcomes through training and develop and deliver such training, chair the clinical subcommittee of the program quality assurance committee, and perform onsite surveillance as needed to identify practices and support development of programmatic enhancements. The incumbent will review and provide quality assurance on operational documents required by the facilities. The incumbent will supervise lower level staff to assist in meeting the expectations of this mission-critical position, and perform other duties as assigned.
Minimum Qualifications Permanent Transfer Candidate: Current NYS Department of Health employee with one year of permanent or contingent-permanent, competitive service as Health Care Surveyor 3(Nursing) G22, and able to meet the below non-competitive requirements.
Non-Competitive Candidates: Possession of a license a
and current registration as a registered professional nurse in NYS; and three years of post-licensure, specialized professional administrative or professional clinical experience.
Substitution: a bachelor's degree in nursing may substitute forgone year of post-licensure clinical nursing experience; and a master's degree in nursing may substitute for two years of post-licensure clinical nursing experience.
Preferred Qualifications: Registered professional nurse with experience as a direct caregiver in a long-term care setting. Experience developing, reviewing and maintaining policies and procedures and corrective action measures in the aged and aging population. Demonstrated experience in oversight of quality assurance, leading teams, developing effective and efficient processes, and supervision of lower level staff. Federal Surveyor Minimum Qualiifications Test certified. Flexibility and eagerness to make a difference for aged and aging New Yorkers.
Additional Comments This position is part of the NYS HELPS program. No examination is required.
Some of the tasks associated with this position may require incidental travel, including to areas unserved by public transportation. The incumbent must pass the Surveyor Minimum Qualifications Certification Test (SMQT) within 1 year of appointment. Work Hours will be discussed at the time of hire.
