Duties Description The Associate Budgeting Analyst (ABA) position exists within the Division Finance and Administration Budget Services Unit. Under the supervision of the Supervising Budgeting Analyst, the ABA serves as Head of the Budgeting Section supervising professional staff. The Budgeting Section is responsible for performing the ongoing budgetary functions necessary for the agency’s operation including, preparation and submission of the agency’s annual budget request, development and implementation of expenditure controls, development of budgetary forecasts for numerous federal and state funding sources, development of the agency’s spending plan and providing advice and consultation to agency staff on budgetary matters.

Duties include, but are not limited to:
• Assist in the development of the NYSOFA State Budget Request and implementing the enacted State Budget.
• Develop and update the agency spending plan.
• Assist in agency cash and appropriations management.
• Oversee the preparation of budget estimates for numerous ongoing grants as well as special project grant applications.
• Monitor the utilization of the agency’s administrative funding from multiple funding sources and initiate necessary transactions to result in appropriate allocation of costs.
• Oversee the segregation of agency funds through the SFS budget journal process and monitor NYSOFA spending based on reports from SFS and SFS Analytics.
• Establish and maintain effective working relationships with staff of the agency, the Division of the Budget, and other control agencies.
• Analyze and forecast Personal Service (PS) related expenses and develop charging plans.
• Perform administrative budget activities including, but not limited to, the preparation of information in response to ad hoc requests for budgetary data and the preparation of budgetary aspects of personnel requests.
• Act as general liaison with the Division of the Budget and other state agencies on budget matters affecting the agency.
• Develop and implement new and revised systems and procedures to enhance the Budgeting Section’s capacity to perform necessary functions.
• Review and approve expenditure requests related to NPS costs, ensuring justification and compliance with budget constraints.
• Work closely with procurement, program managers, and agency administrators to gather data on PS/NPS spending needs.
• Investigate discrepancies between projected and actual expenditures and recommend corrective actions to address any overages or underspending.
• Prepare and supervise the preparation of detailed financial reports summarizing spending patterns, budget forecasts, and any adjustments made to budgets.
• Provide supervisory direction and assistance to staff of the Budgeting Section.
• Oversee fleet management and equipment inventory responsibilities.
• Assist the Records Management process of the agency.
• Analyze and obtain approvals for agency travel transactions.
• Create B-1184s for In-State travel over $500 and all Out-Of-State travel.
• Provide coding to the Grants and Contract Units to pay grantees and contractors reimbursement requests.

Minimum Qualifications Current New York State employee with one year or more of qualifying permanent service in a position allocated to a Grade 21 or above and eligible for transfer under Section 70.1 or 52.6 of the Civil Service Law.

NOTE: IN ORDER TO AWARD THE PROPER CREDIT FOR WORK EXPERIENCE, RESUMES MUST INCLUDE MONTH AND YEAR FOR START AND END DATES. IF ANY OF THIS EXPERIENCE IS LESS THAN FULL TIME YOU MUST INDICATE THE AVERAGE NUMBER OF HOURS WORKED PER WEEK.

Additional Comments • Travel may be required (approximately 5%), including during evening and weekends, depending on mission and assignment.
• Possession and maintenance of a valid Driver’s License issued by the NYS Department of Motor Vehicle is required, or otherwise demonstrate the capacity to meet the transportation needs of the job.
