Duties Description The New York State Education Department’s (NYSED) Office of Education Policy is seeking candidates for a Supervisor of Education Programs position in the Office of Early Learning (OEL). Under the supervision of an Education Program Manager 1, the Supervisor of Education Programs will provide technical assistance pertaining to early childhood education and oversee the work of assigned staff members within OEL. This Office works closely with parents, early care and education agencies, schools, state agencies and community advocates to coordinate programs and resources, with the goal of making New York’s early learning system as comprehensive and seamless as possible within the framework of NYSED’s guiding principles of diversity, equity, and inclusion, a service-oriented approach through technical assistance and the release of guidance documents, and a P-20 continuum. The goals and structure of the work in the office are determined by the Executive Director, in alignment with the policies of the Board of Regents. Duties of this position include, but are not limited to, the following:
• Provide direction and support for statewide policies and programs related to prekindergarten to third grade (P-3), including the development of a P-3 learning continuum for students;
• Assist the Education Program Manager 1 in comprehensive UPK (Universal Prekindergarten) budget planning, analysis, and oversight of federal and State funding sources;
• Interpret and respond to proposed and current legislation that impacts schools and students in early childhood education;
• Respond to written requests from internal and external stakeholders;
• Oversee monitoring, including site visits, of all federal and State-funded Universal Prekindergarten (UPK) programs within OEL to determine if programs are operating in compliance with the governing rules and regulations.
• Provide technical assistance to state-administered prekindergarten programs, as necessary, and provide presentations to the field as directed by office leadership;
• Represent NYSED on inter- and intra-agency committees, advisories and work groups to collaborate on best practices and initiatives to educate students in prekindergarten to third grade;
• Supervise and manage activities of OEL staff; and
• Other assignments as directed by the office’s Director and Executive Director.
Minimum Qualifications MINIMUM QUALIFICATIONS:
Reassignment: Candidates must have one year of permanent competitive or 55b/c service as a Supervisor Education Programs.

PREFERRED QUALIFICATIONS:
Preference may be given to candidates who have:
• Experience working with early childhood education programs, specifically Prekindergarten, including managing staff and overseeing fiscal program elements.
• Experience with the New York State Learning Standards for Prekindergarten to Grade 3.

Additional Comments CONDITIONS OF EMPLOYMENT:
This will be a permanent appointment. Promotions and transfers may change appointees’ negotiating unit. Candidates should be aware that changes in negotiating units may affect their salary, insurance, and other benefits. This position allows for the opportunity to telecommute up to 30% each bi-weekly pay period and is granted at the discretion of the supervisor and the appointing office. This position will require 20% in-state/Statewide travel. The work schedule for this position includes hours of Monday through Friday 8am – 4pm or 9am - 5pm.
This position leads to a maximum salary of $138,203 based on annual performance advances. For new State employees appointed to graded positions, the annual salary is the hiring rate (beginning of the Salary Range) of the position. Promotion salaries are calculated by the NYS Office of the State Comptroller in accordance with NYS Civil Service Law, OSC Payroll rules and regulations and negotiated union contracts.
Based on this position’s location, in addition to the listed base salary, this position also receives a $4,000 Downstate/Mid-Hudson Adjustment.
