Duties Description Under the general direction of the Deputy Commissioner for Finance and Administration, the Contract Management Specialist 3, SG-27, will function as the Director of the Grants Bureau, acting independently to manage and supervise the operation of the Bureau comprised of approximately 30 staff located both regionally and in Albany. Duties will include, but are not limited to:

• Oversee/review the collaboration of regional and Albany staff to develop bureau processes, procedures, documents, and materials, including requests for proposals, guidelines and applications; recommend changes to Deputy Commissioner as appropriate.
• Oversee/review the collaboration of grants and Innovation staff in the development of a new Grants Management System database for management, tracking, and reporting for over 25,000 bureau records.
• Oversee/review Albany staff development of records and data management program, processes, procedures, and related activities for bureau records.
• Oversee the administration of a wide variety of state and federal grant programs, and related activities (i.e., Zoos, Botanical Gardens & Aquaria; Recreational Trails Program; Environmental Protection Fund; Connect Kids Transportation Grants; Municipal Parks & Recreation; Unplug and Play Initiatives; Legislative Initiatives) comprised of approximately $500 million in grant funds and 400 contracts.
• Ensure the grants are processed and managed properly and in accordance with a variety of laws and regulations.
• Perform a full range of supervisory duties for professional, administrative, and seasonal staff including time and attendance, work assignment, workload management, and performance management.
• Oversee and supervise multiple grant application systems and processes from application development through review and approval of applications, and from grant award to post-completion compliance.
• Manage the evaluation process of grant applications through the Consolidated Funding Application (CFA); make recommendations to Deputy Commissioner/Commissioner.
• Liaison between the Grants Bureau and other State and Federal agencies (OSC, AG, DEC, DASNY, Canals, FHWA, DOT) and units within OPRHP, as needed, to implement new funding initiatives, State and Federal policies and procedures and work through issues to facilitate the grants process from application to post-completion compliance.
• Point of contact for potential alienation of parkland and FOIL requests.
• Perform other activities as requested by the Deputy Commissioner for Finance and Administration or Executive Management.
• Occasional travel as required.

Minimum Qualifications FOR PERMANENT APPOINTMENT VIA ELIGIBLE LIST APPOINTMENT:
If Civil Service Eligible list(s) exist, they will be canvassed. Candidates must be reachable on the current eligible list(s) to be considered for appointment. You may also apply if you are eligible for appointment or reinstatement by one of the following qualifications:

REASSIGNMENT QUALIFICATIONS:
Current NYS Office of Parks, Recreation and Historic Preservation employees only, with at least one year of permanent or contingent-permanent qualifying service as Contract Management Specialist 3. if you have less than one year, you must be reachable on the Contract Management Specialist 3 eligible list for this location, if one exists.

52.7 NON-COMPETITIVE PROMOTION (NCP) QUALIFICATIONS:
As required by the New York State Department of Civil Service, we are posting for this position to determine if there are any qualified OPRHP employees interested in a permanent appointment to the position. To be eligible for NCP, candidates must be in the NYS Office of Parks, Recreation and Historic Preservation promotion field and have at least one year of permanent or contingent-permanent qualifying service as a Contract Management Specialist 2. If 3 or fewer qualified NYS Office of Parks, Recreation and Historic Preservation eligible promotional employees respond to this posting, Civil Service may approve the permanent appointment of one of the qualified employees without further examination.

In order to be considered for appointment via non-competitive promotion, candidates serving in the established promotion field must not have failed or failed to take the last holding of the Contract Management Specialist 3 promotion exam, if said exam was held within the last four years.

NOTE: Non-competitive refers to not competing in an examination; the appointment will be competitive. For purposes of non-competitive examination, the nominating agency may consider only the next lower level, direct line title as the qualifying title.

PROVISIONAL QUALIFICATIONS
In the absence of an eligible list(s) with three or more candidates willing to accept a position, a temporary provisional appointment may be considered. For provisional appointment, candidates must be meet the following minimum qualifications: One year of permanent competitive or or 55-b/55-c service as a Contract Management Specialist 2.

The appointed candidate would have to take, pass and be reachable on the next holding of the examination to be appointed permanently.

52.6 or 70.1 TRANSFER QUALIFICATIONS:
At least one year of permanent or contingent-permanent qualifying service in a title that Civil Service has deemed transfer eligible to the position.

Note: The transfer cannot be a second consecutive transfer resulting in an advancement of more than two salary grades.

• Must possess and maintain a valid driver’s license that allows the candidate to legally operate a motor vehicle in New York State as a term and condition of employment.
• Must be proficient with MS Outlook, Word, and Excel.
• Knowledgeable with SFS (Statewide Financial System) and Consolidated funding application
