Duties Description The New York State Education Department’s (NYSED) Office of Professions is seeking candidates for a Business Systems Analyst 3 position in the Office of the Tech Team. Duties of this position include, but are not limited to, the following:
• Plans, organizes, and assigns staff to research, gather, and evaluate information system or business process requirements.
• Analyzes current or “as-is” state of the business process or functions and process models.
• Reviews and writes requirements for future or “to-be” state of IT system or business processes for the more critical projects.
• Communicates business process requirements to IT staff, program staff, and stakeholders.
• Analyzes the impact of changes to IT system requirements or business processes and evaluates project timelines and priorities.
• Encourages stakeholders to resolve issues with design specifications before implementation.
• Monitors system testing and assesses the impact of errors on system functioning during and after implementation.
• Schedules and assigns staff to write system documentation and trains users on new IT system or business process functions.
• Reviews documentation, reports, and recommendations prepared by staff.
• Performs the full-range of supervisory responsibilities for a staff of Business Systems Analysts 1 and 2
Minimum Qualifications COMPETITIVE MINIMUM QUALIFICATIONS:
Eligible List Appointment: Candidates must be reachable on the Civil Service eligible list for this title. If you are on the Civil Service eligible list for this title, you may receive a canvass letter. You must complete and return it as instructed on the letter.
Section 70.1 Transfer: Candidates must have one year of permanent competitive or 55b/c service in any of the following title: Associate Statistician
Section 52.6 Transfer: Candidates must have one year of permanent competitive or 55b/c service in a title allocated SG-23 or higher eligible to transfer under Section 52.6 of the Civil Service Law.

Provisional Appointment: In the absence of an eligible list with three or more candidates willing to accept a position, a temporary provisional appointment may be considered. For provisional appointment, candidates must be a current New York State Education Department employee AND have one year of service at Business Systems Analyst 2. Provisional candidates must take the examination for at Business Systems Analyst 3 when it is next offered, and must be reachable on the resulting eligible list to maintain employment.
It is essential that candidates clearly and concisely indicate exactly how they meet the above minimum qualifications in their resume. Failure to show how you meet the minimum qualifications above may result in disqualification and removal from consideration.
Additional Comments CONDITIONS OF EMPLOYMENT:
This will be a permanent, competitive appointment or a permanent, non-competitive appointment. This may be a temporary provisional appointment. Provisional candidates must take the examination for Business Systems Analyst 3 when it is next offered and must be reachable on the resulting eligible list to maintain employment. Promotions and transfers may change appointees’ negotiating unit. Candidates should be aware that changes in negotiating units may affect their salary, insurance, and other benefits. This position allows for the opportunity to telecommute up to 30% each bi-weekly pay period and is granted at the discretion of the supervisor and the appointing office.
This position leads to a maximum salary of $121,413 based on annual performance advances. For new State employees appointed to graded positions, the annual salary is the hiring rate (beginning of the Salary Range) of the position. Promotion salaries are calculated by the NYS Office of the State Comptroller in accordance with NYS Civil Service Law, OSC Payroll rules and regulations and negotiated union contracts
