Duties Description The New York State Office of Mental Health (OMH) is recruiting to fill multiple Human Resources Specialist 2, Grade 23, positions in the Center for State and Community Workforce Development and Human Resources, Bureaus of Central Office Personnel Services and Facility Personnel Services. Specific duties to be performed may include, but are not limited to, the following:

Human Resources Specialist 2 incumbents independently perform the full range of duties or assigned program area(s) and/or facilities within OMH. They will participate in the analysis, development, implementation, monitoring and evaluation of personnel programs, policies and procedures that facilitate staffing for facility operations or program areas. The incumbent will independently plan, organize, conduct and coordinate their work which will include: position classification; staffing; exam planning; and the provision of technical and problem-solving assistance to managers and employees concerning personnel and related human resource issues. They work directly with staff from the Department of Civil Service and the Division of the Budget on issues relating to agency personnel programs.

Human Resources Specialist 2 incumbents may also be assigned to the Recruitment, Marketing, and Advertising Unit within the Bureau of Facility Personnel Services, where they serve as technical leads in performing a wide variety of recruitment, marketing, and advertising-related functions that support OMH facilities and programs across New York State. This includes the coordination of and attendance at job and college fairs, and community/ organization events to promote examinations and positions and the development of recruitment, marketing, and advertising strategies to promote employment with OMH, encourage participation in civil service examinations, and identify candidates for non-competitive and labor-class positions.

Human Resources Specialist 2 incumbents may also be assigned to the List and Transaction Units within the Bureau of Facility Personnel Services, where they serve as a resource for OMH human resources professional staff on payroll processes and provide technical assistance with problem resolution and ensure that all transactions and eligible lists are processed within established timeframes. They will be a point of contact for the control agencies for problem resolution related to payroll and eligible list issues. The incumbent will also work on the development and implementation of the agency’s Decentralized List Management System (DLMS), an applicant facing website for candidates to take training and experience (T&E) examinations and the back-end list and canvass management functionality to use the resulting eligible lists.

Minimum Qualifications Transfer Opportunity:
Candidates must be employed by New York State to be eligible to apply for this position. Candidates must have permanent status as a Human Resources Specialist 2 and be eligible for lateral transfer; OR be eligible to transfer via Section 70.1 or Section 52.6 of the Civil Service Law by having at least one year of permanent service in a qualifying title within two salary grades or one M-grade of this position.


Promotion Opportunity:
In accordance with Section 52.7 of the Civil Service Law, this notice advises all employees of the Office of Mental Health of our intention to potentially conduct a non-competitive promotion examination for the position of Human Resources Specialist 2, Grade 23, at the Office of Mental Health, Central Office in Albany. Permanent appointment may be made by non-competitive promotion of an applicant who meets the position’s minimum qualifications if all requirements of a non-competitive promotion appointment are met. In order to be eligible for a non-competitive promotion examination, candidates must have one year of permanent competitive, non-competitive NY HELPS*, or 55-b/55-c service as a Human Resources Specialist 1, Grade 18.

*Employees appointed to a non-competitive position via the NY HELPS program to a qualifying title in the non-competitive class must have been covered-in to the competitive class by action of the New York State Civil Service Commission or otherwise obtain permanent competitive status in the position to be eligible for a non-competitive promotion.
