Duties Description Standard Duties:

The duties of the Business Systems Analyst 4 in the Technology and Innovation Division will include but are not limited to the following:

• Lead a team of BSA’s in the Strategic Operations unit (supporting Salesforce CRM, DocuSign and Quadient) through all phases of software development lifecycle for large projects, and series of smaller projects in a cross functional environment.

• Ensure standards are developed and enforced, including standards for business process, integration, data format, coding/customization, testing and deployment, and system documentation for operational support.

• Develop and direct NYS DOL business systems analysis activities. Write unit specific business analysis standards and process documents.

• Create, analyze, and revise flow charts, process models and technical specifications describing "as is" or "to be" IT systems or business processes.

• Direct the documentation and prioritization of IT system requirements to gain stakeholder agreement for projects or process changes.

• Develop and prepare presentations to justify and explain system or business process requirements.

• Evaluate the outcomes of systems testing and confirm that the results are consistent with the system or business process specifications.

• Review proposals from staff and advise management of the impact to revising system or business processes during and after system implementation, if applicable.

• Perform and direct root cause analysis and recommend corrective action to fix affected records and prevent the issue from occurring again.

• Determine the impact of software and hardware releases on the system; recommend delaying software upgrades or revising system specifications and business rules to meet software and hardware requirements.

• Direct the development of training related to systems implementation for users.

• Research and recommend the use of new tools to support the agency.

• Perform all supervisory duties including determining staffing needs and project and resource planning.

Minimum Qualifications MINIMUM QUALIFICATIONS

Reassignment Qualifications:
Current Department of Labor employees only, with at least one year of permanent, contingent-permanent, or 55b/c service as a Business Systems Analyst 4; if you have less than one year, you must be reachable on the current Business Systems Analyst 4 eligible list for this location, if one exists.

Provisional Qualifications:
Current Department of Labor employees only, with at least one year of service as a Business Systems Analyst 3 or Business Systems Analyst 3 (Payroll Systems).

Candidates being considered for provisional appointment must demonstrate that they have taken the Business Systems Analyst 4 Civil Service Exam, which was held on December 13, 2025. Candidates must have passed the exam and be reachable in order to be appointed permanently.

Note: In accordance with Civil Service Law, provisional service immediately prior to a permanent appointment to this title is now credited towards the completion of probation upon permanent appointment.

Note: Non-competitive refers to not competing in an examination; the appointment will be competitive.

52.6 Transfer Qualifications: Current New York State employee with One year of permanent or contingent-permanent as a Grade 25 or higher determined to be administrative by Civil Service.

Preferred Qualifications
• Hands-on Salesforce configuration experience.
• Understanding of Salesforce data models, automation behavior, security roles, and integration concepts.
• Hands-on experience building DocuSign forms.
• Hands-on experience building document generation.
• Hands-on experience with Quadient tools.
• Basic SQL/SOQL experience.
• Experience supervising or mentoring junior analysts.
• Experience in Agile/Scrum environments.
• Experience with version control systems.
• Experience supporting data mapping or data migration activities.
• Ability to initiate and maintain relationships across a diverse set of stakeholders.
