Duties Description DUTIES:

• Conduct regular on-site monitoring visits, in accordance with program management plans and as assigned by supervisor, to review subgrantee books and records for verification of reported program expenditures and to examine overall fiscal operations for compliance with any and all applicable regulations and Generally Accepted Accounting Principles (GAAP). Identify and report on subgrantees that have major fiscal deficiencies and/or areas of non-compliance. These deficiencies include, but are not limited to, going concern problems, major internal control findings and lack of safeguarding of assets. Maintain comprehensive workpapers for all fiscal reviews.
• Prepare written monitoring summaries on results of each on-site visit setting forth purpose of visit, findings, questioned costs, corrective actions instituted, conclusions and recommendations for supervisor's consideration.
• Provide fiscal training and technical assistance to subgrantee as assigned by supervisor or as warranted by the findings resulting from monitoring visits and the Comprehensive Annual Fiscal Evaluations.
• Review subgrantee audits and unaudited (managerial) financial statements and provide analysis and recommendations to supervisor regarding the accuracy and acceptability of the documents.
• Serve as DHCR representative at meetings with agency boards, executive directors, fiscal officers and auditors with respect to pertinent areas of fiscal responsibility.
• Assist DHCR staff in the formulation and revision of policies and procedures relevant to the administration of grants and contracts.
• Submit and update itineraries and all other required documents. Meet with supervisor regularly, in accordance with established procedures.
G-18 SENIOR ACCOUNTANT - WAP FISCAL REP PERFORMANCE STANDARDS

• Ensure that assigned subgrantees receive required monitoring visits or justification of fewer visits is adequately documented. Instances of subgrantees receiving grant funds for undocumented or unallowable expenditures are minimized, and DHCR has accurate and documented records of program expenditures. DHCR management is notified in a timely manner to effect appropriate action to be taken that will limit DHCR and subgrantee exposure.
• Monitoring summaries are clear, concise and submitted in a timely manner while conforming to established DHCR Fiscal Monitoring procedures. The monitoring summaries, when applicable, clearly identify subgrantee deficiencies which have been brought to the attention of the appropriate subgrantee personnel. Work papers, submitted with the monitoring summaries, adequately document the work performed during the visit. Comprehensive Annual Fiscal Evaluations are submitted in a timely manner.
• Training and technical assistance are provided in accordance with federal and state requirements and its effectiveness is measured by the degree of subgrantee compliance.
• Reviews are conducted in a timely manner and findings, questioned costs, conclusions and recommendations are relevant to DHCR policy and contract requirements.
• Meetings are professionally conducted and subgrantees have been provided sufficient training and technical assistance, as to obtain a clear understanding of their roles and responsibilities, and those of DHCR, in carrying out the various programs.
• Recommendations are clear, concise and enhance the efficiency of the administration of DHCR programs while reflecting current issues and concerns at the local level.
• Follow established procedures to ensure that all documents are accurate, complete and submitted in a timely manner.
• Annual travel percentage: 60%.

Minimum Qualifications QUALIFICATIONS:
This title is part of the New York Hiring for Emergency Limited Placement Statewide Program (NY HELPS). For the duration of the NY HELPS Program, this title may be filled via a non-competitive appointment, which means no examination is required but all candidates must meet the minimum qualifications of the title for which they apply.

At a future date, it is expected employees hired under NY HELPS will have their non-competitive employment status converted to competitive status, without having to compete in an examination. Employees will then be afforded with all of the same rights and privileges of competitive class employees of New York State. While serving permanently in a NY HELPS title, employees may take part in any promotion examination for which they are qualified.

NON-COMPETITIVE MINIMUM QUALIFICATIONS:

1) A bachelor's degree in accounting, auditing, or taxation or a bachelor's degree with 24 semester credit hours in accounting, auditing, or taxation courses and two years of professional experience in accounting/auditing or financial internal or field auditing, where you were responsible for the full range of activities in the design and/or review, analysis and management of accounting systems, resulting in the preparation of, or recommendations on, financial statements in accord with generally accepted accounting principles.

2) A master's degree in accounting, auditing, or taxation and one year of professional experience in accounting/auditing or financial internal or field auditing, where you were responsible for the full range of activities in the design and/or review, analysis and management of accounting systems, resulting in the preparation of, or recommendations on, financial statements in accord with generally accepted accounting principles OR

3) A currently valid Certified Public Accountant license and registration issued by New York State.

*Note that courses such as business law, economics, statistics, and most finance courses, although taken as part of an accounting curriculum, cannot be counted toward the 24 semester credit hours.

+Experience NOT considered qualifying are activities restricted to teaching, bookkeeping, maintaining/auditing payroll records or accounts receivable/accounts payable, or preparing tax returns.

COMPETITIVE MINIMUM QUALIFICATIONS:
Must be reachable on the New York State Civil Service eligible list and provide proof of the education requirements for either Accountant Trainee or Senior Accountant, as listed above.

70.1 TRANSFER QUALIFICATIONS:
One year of permanent or contingent permanent service in an eligible title for transfer determined to be similar by Civil Service. For transfers, a list of approved titles is available through Civil Service GOT-IT at https://careermobilityoffice.cs.ny.gov/cmo/gotit/. The GOT-IT site will inform you if your title is transferrable.
