Duties Description The Office of Mental Health (OMH) is recruiting to a Business Systems Analyst 2 position in the Division of Medical Informatics (DMI). The Business Systems Analyst 2 (BSA 2) will lead, manage and coordinate OMH activities to support, maintain, and enhance OMH clinical and business systems, and participate in the development of new information technology applications. This position is essential to our core mission and health and safety as we develop and maintain key health information systems in collaboration with both OMH business owners and OITS staff. The incumbent will be instrumental in creating business requirements documentation, end-user solutions, quality assurance testing, and delivery of on-site and remote user training for OMH’s current and future clinical and business systems. The BSA 2 will serve as a “bridger” between the business owners and OITS to translate and advocate for OMH’s user requirements and to ensure that system specifications and functions can be understood and implemented.

Specific duties include, but are not limited to the following:

• Provide ongoing support to business owners and stakeholders to ensure OMH is able to develop and execute the goals, priorities, and strategic plans for OMH clinical and business systems.
• Participate in project team meetings with business owners, clinical leads, and users to discuss their specific business needs and requirements.
• Develop, monitor, and review current OMH business processes through end user interaction.
• Research and document the current or “as-is” state of the business process or function.
• Work with business owners and users to elicit and document business process workflows.
• Develop portions of the desired future or “to-be” state of those processes or functions.
• Develop use case diagrams to translate business requirements into functional workflows.
• Translate user requirements into specifications that can be understood and implemented.
• Develop and conduct test scenarios and test scripts that can be applied to system developments and modifications.
• Analyze potential user impact based upon business process changes and/or design modifications to systems.
• Provide end user support and training for clinical and business systems
• Participate in the formal Change Management processes according to OMH policies and best practices.
• Develop risk assessment and mitigation plans to resolve weaknesses in the OMH clinical and business systems.
• Communicate and coordinate with Information Technology staff regarding system design, development and implementation of OMH clinical and business systems.
• Supervise a team of Business Systems Analyst 1s

Minimum Qualifications Non-Competitve HELPS Appointment:
Candidates must have seven years of business analysis experience including:

Using business analysis techniques to elicit requirements as the foundation for the solution to the organizations business needs; using business analysis techniques for the purpose of identifying solutions aimed at improving the efficiency and effectiveness of the system, business process, or;
Describing in a comprehensive written document what the system, process, or product service must do in order to satisfy the established business requirement; this includes creating, updating, and maintaining documentation through the system development life cycle;
Validating requirements throughout the product or system development life cycle (SDLC) including all changes to the processes that would enable an organization to achieve its goals; or
Verifying requirements throughout the product/SDLC to ensure they perform to the required specifications and are capable of achieving the design capabilities; this includes developing test plans and logical designs, testing the scenarios, reviewing test results, identifying constraints and risks, or communicating with stakeholders.

An associate degree may substitute for two years of experience; a bachelor’s degree may substitute for four years of experience; a master’s degree in may substitute for five years of experience; and a doctorate may substitute for six years of experience.

Transfer:
Candidates must have one year of permanent status as a Business Systems Analyst 2, and be eligible for lateral transfer OR be eligible to transfer via Section 52.6 of the Civil Service Law.
