Duties Description The incumbent will report to the Appraisal Bureau Director with assignments also from the Property Management Bureau Director.
The Real Estate Specialist 2 works in the Main Office, Office of Right-of-Way under the direction of a Real Estate Officer 1 or higher. As a Real Estate Specialist 2, you would supervise staff, including coordinating the work flow of a unit; be responsible for an agency's statewide or regional program, and serving as the agency's expert for property management including permitting, sign control; disposition of state owned surplus property; ensuring compliance of the rules and regulations of the NYS Outdoor Advertising Sign Program as it relates to the federal Highway Beautification Act; appraisal review; responding to inquiries from the public and other State agencies; litigation and claims including assistance to the Regional Offices, NYSDOT Office of Legal Affairs, NYS Department of Law; and other assigned duties in support of the mission of the Office of Right of Way.
You would also be responsible for performing the more complicated real estate transactions and providing oversight and direction to outside consultants including but not limiting the following:
• Interpret state and federal laws & regulations applicable to property management including use and occupancy, surplus and NYS Outdoor Advertising Program and ensure consistent statewide application.
• Review, progress and advise on regional requests applicable to property management.
• Review appraisals from regional offices or outside consultants, providing guidance to maintain statewide consistency and compliance with state and federal laws, rules and regulations.
• Liaison effectively with other Department program areas and FHWA.
• Supervise two or more Real Estate Specialist 1’s and/or administrative staff.
• Direct, develop and participate in annual Quality Assurance Review statewide, as assigned.
• Assist Main Office OROW Bureau Directors in updating of ROW instructions.
• Prepare training materials and provide technical training for regional professional staff.
• Develop and prepare technical reports.
• Responsibilities and assignments may change to accommodate office needs.
• Responsibilities may include serving a role within the Incident Command System to support the Department’s response to regional and statewide emergency situations.

Minimum Qualifications To be considered for permanent appointment, candidates must be reachable on the current Civil Service eligible list or be eligible for reassignment or transfer in accordance with Civil Service Law.

Additional Comments Workday hours can be selected at 8 am – 4 pm, 8:30am – 4:30pm or 9am-5pm
