Duties Description Reporting to the Auditor 3 (Medicaid) duties include but are not limited to:
• Conduct and/or supervise audits of nursing homes and other medical facilities. Review audit packages and appropriate fiscal support targeting areas of audit in conjunction with supervisors.
• Prepare audit work papers, spreadsheets, correspondence, and other schedules to document the audit and record findings. Edit and approve work papers, exit conference summary, drafts and final reports completed by staff.
• Gather and research data pertaining to audit projects.
• Conduct entrance and exit conferences.
• Assist in offering technical advice to the Office of Counsel throughout the litigation process including testifying if necessary.
• Confer with audit program staff and other agencies to obtain answers to questions and additional data as needed.
• Provide supervision, mentoring to direct staff and complete staff evaluations.
• Travel approximately 20%.
Minimum Qualifications To be eligible for appointment, candidates must be reachable on the OMIG promotional list for Auditor 2 (Medicaid) or be a current New York State employee with one year of permanent or contingent-permanent service in a title deemed eligible for transfer under Section 70.1 of the Civil Service Law. *
*Must possess 24 semester credit hours in Accounting, Auditing or Taxation.
52.7 Non-Competitive Promotion (NCP) Qualifications:
In accordance with Section 52.7 of the Civil Service Law, this notice advises all employees of the Office of the Medicaid Inspector General of our intention to potentially conduct a non-competitive promotion examination for the position of Auditor 2 (Medicaid), SG-23, in the Buffalo office. Permanent appointment may be made by non-competitive promotion of an applicant who meets the position's minimum qualifications if all requirements of a non-competitive promotion appointment are met. To be eligible for a non-competitive promotion examination, candidates must have one year of permanent competitive or 55-b/55-c service in a title allocated to an Auditor 1, SG-18 title. If there are no more than three (3) qualified NYS OMIG eligible promotional employees who respond to this posting, Civil Service may approve the permanent appointment of one (1) of the qualified employees without further examination.
Note: Non-competitive refers to not competing in an examination; the appointment will be competitive
Preferred Qualifications: Two years of accounting/auditing experience; knowledge of the Medicaid and Medicare programs; Specific experience and knowledge in the Medicaid nursing home rate methodology and audit process; excellent written/verbal communication, analytical, personal, and supervisory skills; knowledge/experience with computers, particularly for audit activities.
